Steps Towards Becoming Green Energy State
- The state government of Himachal has set a target to become the country’s first Green Energy State and is undertaking active steps to alter, change as well as transform the existing practices to achieve the intended objective.
- One of the key components of the ambitious target is to minimize the use of fossil fuels which will be greatly helpful in reducing state’s carbon footprint.Transport sector is one of the biggest consumers of fossil fuels and the state is actively looking to transform the sector by switching to electric vehicles.
- Due to persistent efforts taken by the state government in this regard, the Himachal Pradesh State Transport Department has achieved the distinction of becoming the first department in the country to switch to electric vehicles (EVs).
- With the development, the concerned officials have underlined that the state has taken a lead in switching over to Electric Vehicles. It has further been envisaged that all government departments will shift to electric vehicles in a year.
- As per the state government’s plans in this regard, the existing diesel buses in the state transport department would be replaced with e-buses in a phased manner.
- Accordingly, the local Shimla bus depot will soon have a full fleet of e-buses. Besides, e-buses will run on all local routes in Shimla and on the Rampur route.Looking ahead, as per the government’s plans, an electric bus depot will also be opened at Nadaun.
- As many as 300 e-buses would be added to the HRTC fleet for which an outlay of Rs 400 crore had been made by the state government.
- According to the state transport department’s future plans, in the coming two years, the HRTC fleet will have 60 per cent e-buses.
- In this regrd, the Chief Minister reiterated that the state government is working towards making the state India’s first “Energy State” by 2025.
हरित ऊर्जा राज्य बनने की दिशा में कदम
- हिमाचल राज्य सरकार ने देश का पहला हरित ऊर्जा राज्य बनने का लक्ष्य रखा है और इच्छित उद्देश्य को प्राप्त करने के लिए मौजूदा प्रथाओं को बदलने, बदलने और बदलने के लिए सक्रिय कदम उठा रही है।

- विकास के साथ, संबंधित अधिकारियों ने रेखांकित किया है कि राज्य ने इलेक्ट्रिक वाहनों पर स्विच करने में अग्रणी भूमिका निभाई है। आगे यह परिकल्पना की गई है कि सभी सरकारी विभाग एक वर्ष में इलेक्ट्रिक वाहनों पर स्थानांतरित हो जाएंगे।
- इस संबंध में राज्य सरकार की योजना के अनुसार, राज्य परिवहन विभाग में मौजूदा डीजल बसों को चरणबद्ध तरीके से ई-बसों से बदला जाएगा।
- तदनुसार, स्थानीय शिमला बस डिपो में जल्द ही ई-बसों का पूरा बेड़ा होगा। इसके अलावा, शिमला के सभी लोकल रूटों और रामपुर रूट पर ई-बसें चलेंगी। सरकार की योजना के मुताबिक, नादौन में एक इलेक्ट्रिक बस डिपो भी खोला जाएगा।
- एचआरटीसी के बेड़े में 300 ई-बसें जोड़ी जाएंगी, जिसके लिए राज्य सरकार ने 400 करोड़ रुपये का परिव्यय रखा है।
- राज्य परिवहन विभाग की भविष्य की योजनाओं के अनुसार, आने वाले दो वर्षों में एचआरटीसी बेड़े में 60 प्रतिशत ई-बसें होंगी।
- इस संबंध में मुख्यमंत्री ने दोहराया कि राज्य सरकार 2025 तक राज्य को भारत का पहला "ऊर्जा राज्य" बनाने की दिशा में काम कर रही है।
Commission To Levy Water Cess On Hydel Projects
- The state government of Himachal Pradesh has announced the formation of the State Commission for Water Cess on Hydropower Generation.
- The move, which was notified in June, has come amid opposition from the neighbouring states of Punjab and Haryana on imposition of water cess on hydel projects.
- Some of the power companies have challenged the state government’s decision on water cess in the state high court.
- The commission has been constituted under the provisions of the Himachal Pradesh Water Cess on Hydro Power Generation Bill 2023 passed in the state assembly earlier this year. It will levy water cess on hydel projects in the state in future.
- Notably, it was the Jal Shakti department that has taken care of the matter till now.
- According to the notification issued by the state Chief Secretary Prabodh Saxena, state Jal Shakti department secretary Amitabh Avasthi will be the chairman of the commission. Notably, Amitabh Avasthi was instrumental in bringing in the water cess law.
- The other three members of the commission are H.M. Dhareula, an engineer with electricity board, Congress leader Arun Sharma, and former joint commissioner, law, Shimla Municipal Corporation, Joginder Singh.
- Amitabh Avasthi will join as chairman after his retirement from the Jal Shakti department.
- The chairman of the commission will get Rs 1.35 lakh per month and the members will get Rs 1.20 lakh every month as salary.
- As per the official notification released in this regard by the state government, the term would be three years or till they attain the age of 65, whichever comes first.
- As per the mandate of the state government, registration with the commission would be mandatory for users intending to draw water for hydropower generation and they will have to submit a project report to the commission, sanctioned by the Director of Energy or Central Electricity Authority or any other authority as the case may be.

- जल शक्ति विभाग से सेवानिवृत्त होने के बाद अमिताभ अवस्थी अध्यक्ष के रूप में कार्यभार संभालेंगे।
- आयोग के अध्यक्ष को 1.35 लाख रुपये प्रति माह और सदस्यों को 1.20 लाख रुपये हर महीने वेतन के रूप में मिलेंगे.
- राज्य सरकार द्वारा इस संबंध में जारी आधिकारिक अधिसूचना के अनुसार, कार्यकाल तीन वर्ष या 65 वर्ष की आयु प्राप्त करने तक, जो भी पहले हो, होगा। राज्य सरकार के आदेश के अनुसार, आयोग के साथ पंजीकरण अनिवार्य होगा।
- जलविद्युत उत्पादन के लिए पानी लेने का इरादा रखने वाले उपयोगकर्ताओं को ऊर्जा निदेशक या केंद्रीय विद्युत प्राधिकरण या किसी अन्य प्राधिकारी, जैसा भी मामला हो, द्वारा स्वीकृत एक परियोजना रिपोर्ट आयोग को प्रस्तुत करनी होगी।
