The Challenge Of Harnessing Chenab Waters

The state government of Himachal Pradesh has announced its plans to renew efforts to harness waters of Chenab rivers through hydro electric projects, which has been a big challenge in the past due to various circumstantial reasons.
After signing the Indus Water Treaty with Pakistan on September 19, 1960 at Karachi, India has not been able to utilise its due share of water from the Chenab - one of the major rivers covered under the treaty.
In September 2019, state government had signed an MoU with NTPC, India's largest power producer, to set up two hydro projects totalling 520 MW in Lahaul valley.Three years after allocating two major hydro power projects, having total generation capacity of 520 MW, in Lahaul valley of tribal Lahaul-Spiti district,
Himachal Pradesh government has once again invited global bids as the company that was allotted the project could not start the work for years.
Harnessing the hydro-power potential of Chenab basin has become a challenge for the government as already it is struggling to start work on 300 MW Jispa Dam project that is hanging fire for last 13 years.
This is in addition to the fact that even the 400 MW Seli hydri power project and 120 MW Miyar are facing hurdles despite the signing of MoU with NTPC Limited in 2019.While 400 MW Seli hydro electric project is proposed to be a run of river project with pondage scheme on Chenab river; the 120 MW Miyar hydro electric project a run of river project without pondage scheme is proposed on Miyar nullah, which is a tributary of Chenab river.
However, since the allotment of Seli and Miyar hydro projects, the NTPC did not start the work in the past three years. Therefore, now fresh bids have been invited after cancelling the MoU with NTPC.
In Lahaul-Spiti district, people with the help of NGOs working in the field of environment protection are opposing the projects as they feel Lahaul would be ruined by these upcoming projects "on the pattern of Kinnaur district".
Beside local opposition to hydro projects, lack of effective plan for the power evacuation from Chenab basin and from Spiti area are also proving major hurdles for the government in its plan to exploit the identified hydro and renewal energy of 6,000 MW in Chenab basin, as well as, Spiti area of the state.

Investing In Pharmaceutical Industry

The state government of Himachal Pradesh has announced that as part of its efforts to invite large scale industries to the state, a Medical Devices Park will be set up in the state.
The Himachal Medical Devices Park will be set up at Nalagarh in Solan district.
In this regard, the state government has constituted two committees under the ambit of HP State Industrial Development Corporation (HPSIDC) for the smooth implementation of all the works related to the construction and establishment of Medical Devices Park.
The high level committees were constituted under the chairmanship of Administrative Secretary (Industries) with Administrative Secretary (Jal Shakti) and Administrative Secretary (Power) as its members and Director of Industries as its member secretary.
According to the state government officials, other members includes Director, Department of Environment, Science and Technology, Managing Director of HPSIDC, Representative of the Pharmaceutical Department of the Central Government, Director of National Institute of Pharmaceutical Education and Research (NIPER), Representative of Center for Innovation and Bio-Design (CIBOD), PGIMER.
Apart from these, co-opted members decided by the committee could also be included.
This high level committee would be the highest decision-making body on any aspect of the project. It would take policy and strategic decision in consonance with the detailed project report (DPR) approved by the Centre and would be responsible for approving annual budget of the Medical Devices Park (MDP).
The committee would act as a link between the SIA and state government for any budget and funding related issues.
Apart from this high level committee, an Executive Committee has also been constituted under the chairmanship of the Director of the Industries Department with Additional Director as its convener.
As envisaged by the state government, the setting up of the park will provide new direct as well as indirect employment opportunities to the state’s youth.
In addition to that it will also provide forward as well as backward linkages to various existing as well as upcoming industries, thereby giving a boost to the overall economic development of the state.

फार्मास्युटिकल उद्योग में निवेश

हिमाचल प्रदेश की राज्य सरकार ने घोषणा की है कि राज्य में बड़े पैमाने के उद्योगों को आमंत्रित करने के अपने प्रयासों के तहत, राज्य में एक मेडिकल डिवाइस पार्क स्थापित किया जाएगा।
हिमाचल मेडिकल डिवाइस पार्क सोलन जिले के नालागढ़ में स्थापित किया जाएगा।
इस संबंध में, राज्य सरकार ने मेडिकल डिवाइस पार्क के निर्माण और स्थापना से संबंधित सभी कार्यों के सुचारू कार्यान्वयन के लिए एचपी राज्य औद्योगिक विकास निगम (एचपीएसआईडीसी) के दायरे में दो समितियों का गठन किया है।
उच्च स्तरीय समितियों का गठन प्रशासनिक सचिव (उद्योग) की अध्यक्षता में किया गया था, जिसमें प्रशासनिक सचिव (जल शक्ति) और प्रशासनिक सचिव (विद्युत) इसके सदस्य और उद्योग निदेशक इसके सदस्य सचिव थे।
राज्य सरकार के अधिकारियों के अनुसार, अन्य सदस्यों में पर्यावरण, विज्ञान और प्रौद्योगिकी विभाग के निदेशक, एचपीएसआईडीसी के प्रबंध निदेशक, केंद्र सरकार के फार्मास्युटिकल विभाग के प्रतिनिधि, नेशनल इंस्टीट्यूट ऑफ फार्मास्युटिकल एजुकेशन एंड रिसर्च (एनआईपीईआर) के निदेशक, के प्रतिनिधि शामिल हैं। सेंटर फॉर इनोवेशन एंड बायो-डिज़ाइन (सीआईबीओडी), पीजीआईएमईआर।
इनके अलावा समिति द्वारा तय किए गए सहयोजित सदस्यों को भी शामिल किया जा सकता है।
यह उच्च स्तरीय समिति परियोजना के किसी भी पहलू पर सर्वोच्च निर्णय लेने वाली संस्था होगी। यह केंद्र द्वारा अनुमोदित विस्तृत परियोजना रिपोर्ट (डीपीआर) के अनुरूप नीतिगत और रणनीतिक निर्णय लेगा और मेडिकल डिवाइसेस पार्क (एमडीपी) के वार्षिक बजट को मंजूरी देने के लिए जिम्मेदार होगा।
समिति किसी भी बजट और फंडिंग संबंधी मुद्दों के लिए एसआईए और राज्य सरकार के बीच एक कड़ी के रूप में कार्य करेगी।
इस उच्च स्तरीय समिति के अलावा, उद्योग विभाग के निदेशक की अध्यक्षता में एक कार्यकारी समिति का भी गठन किया गया है, जिसके संयोजक अतिरिक्त निदेशक हैं।
जैसा कि राज्य सरकार की परिकल्पना है, पार्क की स्थापना से राज्य के युवाओं को प्रत्यक्ष और अप्रत्यक्ष रोजगार के नए अवसर मिलेंगे। इसके अलावा यह विभिन्न मौजूदा और आगामी उद्योगों को फॉरवर्ड और बैकवर्ड लिंकेज भी प्रदान करेगा, जिससे राज्य के समग्र आर्थिक विकास को बढ़ावा मिलेगा।
