Centralised Cell To Manage Power Sale And Purchase
Context:- Recognising the value of its abundant water resources as the “gold” of the state, the stat government of Himachal Pradesh has emphasised the importance of utilising this water wealth to drive the prosperity and self-reliance of state’s people.
- In this regard, the state government has highlighted the significance of hydroelectric power, a vital form of green energy, and announced that the government will soon introduce an open and attractive policy to attract private sector investment for the optimal utilisation of hydropower resources.
- To ensure effective management of power sale and purchase, a centralized cell will be established to enhance revenue generation.
- The government aims to harness and commission 10,000 MW of hydro and renewable energy by 2030, achieving an operational capacity of approximately 21,000 MW.
- In addition to power generation, the government is prioritizing the distribution and sale of electricity. Revenue generation for the Himachal Pradesh Power Transmission Corporation Limited (HPPTCL) through transmission lines is being emphasized.
- The corporation has been directed to expedite construction projects and streamline tender processes to maximize revenue and benefit the people of the state.
- At a cost of Rs 464 crore, the HPPTCL will complete the construction of Extra High Voltage (EHV) substations at Kala Amb, Barshaini, Kangu, Palchaan, Dharampur, and Hilling, along with five transmission lines and a Joint Control Centre.Currently, the corporation owns 15 substations and 964 circuit KM lines in the state, generating an income of Rs. 166.99 crore in the last financial year.
- The projected income of the corporation is expected to reach Rs. 455 crore by 2025. Within the next 18 months, the 6 KM Shongtong-Baspa transmission line, crucial for power evacuation from the 450 MW Shongtong-Karcham hydropower projects, is scheduled to be completed by July 2025.

'Saarthi' Scheme To Check Drug Menace.
Why in news:- The state government of Himachal Pradesh has launched the “Saarthi” scheme as a pilot project in the Nurpur subdivision to check drug menace and sensitise people about its ill effects.
- The app has been launched by the Nurpur police and the local administration in order to deal with the problem of drugs and to raise awareness.
- The scheme is a multi-faceted exercise being launched with the coordination of local administration, police and the health department along with active community participation.The scheme will see active coordination of administration, police and the health department, along with community members.
- As per the mandate of the state government, the police will do contact tracing of drug peddlers and drug addicts and then inputs about addicts will be passed on to a designated counsellor, who will help them to come out of the mess.
- Notably, the database created with community participation will be used to initiate appropriate measures to tackle the drug menaceAfter mounting pressure on interstate and local drug peddlers, the availability of heroin (chitta) has reduced over the past few months while its price has skyrocketed.
- Drug addicts, who used to inhale chitta after placing it on aluminium foil, are switching to injections to save on the drug. As per the claims of the local administration, after the availability of chitta became scarce and an abnormal hike in its rates, young drug addicts started taking this drug through injections which could lead to serious medical complications.
- Under the new initiative, the police would first work on contact tracing of drug peddlers and drug addicts.
- Inputs about drug addicts would then be passed on to a designated counsellor working in that area. The counsellor will approach gram panchayats and families of such addicts and assist them in getting the required medical treatment, besides rehabilitation.

National Centre Of Excellence
Context:- In order to promote sports culture in the state, the government of Himachal Pradesh has announced that a National Centre of Excellence for Mountain Terrain Biking and Bicycle Motocross will be built in Shimla.
- Notably, this will be India’s first National Centre of Excellence for Mountain Terrain Biking and Bicycle Motocross which will be built by the government of India in partnership with the state government of Himachal Pradesh.
- Sports Authority of India has been designated as the nodal agency in this regard, by the sports ministry.
- The centre will be built in collaboration with the Youth Services and Sports department of Himachal Pradesh. It is being set up to provide world-class training facilities to Indian cyclists so that they can compete for 18 Olympic medals on offer in the disciplines of MTB and BMX.
- It is noteworthy that this centre, one of the best high altitude training facilities in the world, at an altitude of 2000 meters above sea level, will have world-class infrastructure, a state-of-art sports science high-performance centre, Olympic-level track and coaches of international repute, where India's best cyclists and local sporting talent can train.
- Owing to the requirement of the sport for a hilly terrain and a suitable climate for training, Shimla emerged as a preferred choice for the National Centre of Excellence.
- The collaboration between the centre and the state to set up this world-class facility was formalised with the signing of a Memorandum of Understanding between the parties.
- Himachal Pradesh, after the development, has became the torchbearer of MTB and BMX training in India and a possible venue for future World Championships for the two cycling disciplines.
- This is a welcome development, as talented sportspersons from India have often rued lack of adequate infrastructure that virtually rules them out from the highly competitive arena of global sports.

Legal Aid Defence Counsel System
Why in news:- Legal Aid Defence Counsel System offices have been inaugurated in six districts headquarters of Shimla, Sirmaur (Nahan), Solan, Kangra (Dharamsala), Kullu and Una by the Himachal Pradesh High Court.
- A Legal Aid Defence Counsel System has been initiated to provide legal aid, assistance and representation in criminal matters in line with the Public Defender System. It provides legal advice and assistance to all individuals visiting its office and that of the District Legal Services Authority.
- Besides, it helps in representation, conducting trials and appeals, including all miscellaneous work in criminal courts such as the Court of Session, special courts and Judicial Magistrate courts.
- In the first phase, the Legal Aid Defence Counsel System was conceived to be implemented at 12 places, on a pilot project basis, by the National Legal Services Authority.
- On its successful implementation, it is now being extended to 365 places in District Legal Services Authorities of 22 states.
- In this regard, the National Legal Services Authority (NALSA) had set a target for each State Legal Services Authority to identify 50 per cent of District Legal Services Authorities for running the Legal Aid Defence Counsel System at the district headquarters.
- Importantly, the Himachal Pradesh State Legal Services Authority is thus ahead of the target as the Legal Aid Defence Counsel System has been inaugurated at six district headquarters.
Objectives of Legal Aid Defence Counsel System:
- To provide qualitative and competent legal services in criminal matters to all eligible persons.To manage and implement legal aid system in professional manner in criminal matters.
Scope of Work:
- Legal Aid Defense Counsel Office shall be dealing exclusively with legal aided matters in criminal matters of the District. It shall be providing legal services from the early stages of criminal justice till appellate stage, and the same shall include visits to jail from catering to the legal needs of unrepresented inmates.
- Initially it shall not be dealing with all type of civil matters and cases of complainant, matters pending before Juvenile Justice Boards/CWCs, wherein present counsel assignment system (Panel Lawyers) will continue to be operational for the purpose but panels shall be resized according to work based model.
- The following end-to-end legal services shall be provided through the Legal Aid
- Defense Counsel Office: Legal Advice and Assistance to all individuals visiting the office, Representation/Conducting trials and appeals including all miscellaneous work in all criminal courts such as Sessions, Special and Magistrate Courts including executive courts, Handling Remand and Bail work, Providing legal assistance at the pre-arrest stage as per need and also in accordance with NALSA’s scheme for providing such assistance.
- Any other legal aid work related to District Courts or as assigned by the Secretary, DLSA,Periodic visit of Prisons of the district under the guidance of the Secretary, DLSA

- कानूनी सहायता बचाव वकील कार्यालय जिले के आपराधिक मामलों में विशेष रूप से कानूनी सहायता प्राप्त मामलों से निपटेगा। यह आपराधिक न्याय के प्रारंभिक चरण से लेकर अपीलीय चरण तक कानूनी सेवाएं प्रदान करेगा और इसमें गैर-प्रतिनिधित्व वाले कैदियों की कानूनी जरूरतों को पूरा करने से लेकर जेल का दौरा भी शामिल होगा।

- जिला न्यायालयों से संबंधित कोई अन्य कानूनी सहायता कार्य या सचिव, डीएलएसए द्वारा सौंपा गया कार्य, सचिव, डीएलएसए के मार्गदर्शन में जिले की जेलों का आवधिक दौरा।
