Sub-Panel Formed To Examine Inter-State Agreements
The state government of Himachal Pradesh has announced the constitution of a sub-committee to examine the inter-state agreements and Himachal’s claim over Chandigarh under the Punjab Reorganisation Act.

In this regard, the general administration department has issued the notification related to the constitution of the three-member panel, to be headed by state Agriculture minister Chaudhary Chander Kumar. Industries minister Harshvardhan Singh Chauhan and Revenue Minister Jagat Negi will be its members. The Energy Secretary will be the member secretary of the committee.The committee will examine the records related to the claims of the state’s share in Chandigarh and the Bhakra Beas Management Board (BBMB) projects. After studying the matter, the report will be submitted to the cabinet — following which the matter will be taken up with the Centre and the Punjab government.In the recent past, the Himachal Pradesh government has been insisting on the state’s stake in Chandigarh along with Bhakra Beas Management Board. The Chief Minister has been calling it his responsibility to advocate for the interests of Himachali for the coming generations.Himachal Pradesh has now reiterated that it will demand its legitimate 7.19% share as per the Punjab Reorganisation Act, 1966, in every area, be it in Chandigarh or royalty from BBMB projects.According to the officials from the state government, the Union government formed Bhakra Beas Management Board when Himachal Pradesh was still a part of Punjab. When Himachal was made a separate state, its share in Chandigarh and Bhakra Beas Management Board was fixed, but the state has not received any royalty from BBMB, while the state is getting royalty benefits in other projects.The state government claims that as per the Punjab Reorganisation Act 1966, which took into consideration the population, resources and development of Punjab, Haryana and Himachal Pradesh, a 7.19% share in Chandigarh in was accorded to Himachal Pradesh.The state has been taking up the matter of BBMB with Punjab and Haryana as well as the Centre for many years, but it has not yielded results. In the latest episode, the cabinet sub-committee will collect facts before they are raised at the central level.
Specialised Training Programme For State Disaster Response Force
The state government of Himachal Pradesh has announced that a training programme will be developed for the State Disaster Response Force in consultation with the Disaster Management Cell according to the specific requirements of Himachal Pradesh.

- In this regard, a review meeting of Himachal Pradesh State Disaster Management Authority (SDMA) was held recently. As per the minutes of the meeting it was reiterated that the state government is undertaking all the essential measures to effectively tackle potential disasters.
- Further, the need for the strengthening of the State Disaster Response Force was emphasized besides adding new recruits to the force.As part of the training program designed by the state government, a total of 126 jawans have been provided training by the 7th Battalion of the National Disaster Response Force in Bathinda.
- In addition to that the jawans have also been sent to different places for advanced training. These jawans have been equipped with the latest skills and knowledge to swiftly provide relief in the face of different calamities.
- It is noteworthy that as part of the state government’s plan to create training infrastructure, land has been identified by the State Disaster Management Authority for the construction of the State Disaster Response Force battalion building at Palampur in Kangra, Pandoh in Mandi and Katasni in Shimla.
- Through the measures, the state government is ensuring that all necessary steps would be taken to mitigate the damage caused during the calamities and directed the State Disaster Management Authority to be prepared to deal with any eventuality of natural calamity.
State Disaster Response Force (SDRF)
- As per Section 3.4.5 of National Policy on Disaster Management 2009, the State Governments are required to raise their own State Disaster Response Force to quickly respond to disasters. Currently, 24 States/UTs have raised their respective State Disaster Response Force.
- These SDRF are placed strategically at suitable locations well connected to the airport, railheads and roads for their immediate deployment at the disaster sites. The SDRF is also be used for Community Capacity Building and Awareness Generation programmes within the State.
- During these programmes, SDRF can familiarize themselves with terrain, critical buildings and other existing infrastructure for prompt responses at the time of disasters and simultaneously work with the community, including school children, village volunteers and other stakeholders on what to do during disasters.

- समिति चंडीगढ़ और भाखड़ा ब्यास प्रबंधन बोर्ड (बीबीएमबी) परियोजनाओं में राज्य की हिस्सेदारी के दावों से संबंधित रिकॉर्ड की जांच करेगी। मामले का अध्ययन करने के बाद, रिपोर्ट कैबिनेट को सौंपी जाएगी - जिसके बाद मामला केंद्र और पंजाब सरकार के साथ उठाया जाएगा।

राज्य आपदा प्रतिक्रिया बल के लिए विशेष प्रशिक्षण कार्यक्रम
हिमाचल प्रदेश राज्य सरकार ने घोषणा की है कि हिमाचल प्रदेश की विशिष्ट आवश्यकताओं के अनुसार आपदा प्रबंधन सेल के परामर्श से राज्य आपदा प्रतिक्रिया बल के लिए एक प्रशिक्षण कार्यक्रम विकसित किया जाएगा।
प्रमुख बिंदु:
- इस संबंध में हाल ही में हिमाचल प्रदेश राज्य आपदा प्रबंधन प्राधिकरण (एसडीएमए) की समीक्षा बैठक हुई। बैठक के विवरण के अनुसार यह दोहराया गया कि राज्य सरकार संभावित आपदाओं से प्रभावी ढंग से निपटने के लिए सभी आवश्यक उपाय कर रही है।
- इसके अलावा, बल में नई भर्तियां जोड़ने के अलावा राज्य आपदा प्रतिक्रिया बल को मजबूत करने की आवश्यकता पर जोर दिया गया। राज्य सरकार द्वारा डिजाइन किए गए प्रशिक्षण कार्यक्रम के हिस्से के रूप में, कुल 126 जवानों को 7वीं बटालियन द्वारा प्रशिक्षण प्रदान किया गया है।

राज्य आपदा प्रतिक्रिया बल (एसडीआरएफ)
- राष्ट्रीय आपदा प्रबंधन नीति 2009 की धारा 3.4.5 के अनुसार, राज्य सरकारों को आपदाओं पर त्वरित प्रतिक्रिया देने के लिए अपने स्वयं के राज्य आपदा प्रतिक्रिया बल को गठित करने की आवश्यकता है।
- वर्तमान में, 24 राज्य/केंद्र शासित प्रदेशों ने अपने संबंधित राज्य आपदा प्रतिक्रिया बल का गठन किया है। इन एसडीआरएफ को आपदा स्थलों पर तत्काल तैनाती के लिए हवाई अड्डे, रेल मार्गों और सड़कों से अच्छी तरह से जुड़े उपयुक्त स्थानों पर रणनीतिक रूप से रखा गया है।
- एसडीआरएफ का उपयोग राज्य के भीतर सामुदायिक क्षमता निर्माण और जागरूकता सृजन कार्यक्रमों के लिए भी किया जाता है।
- इन कार्यक्रमों के दौरान, एसडीआरएफ आपदाओं के समय त्वरित प्रतिक्रिया के लिए इलाके, महत्वपूर्ण इमारतों और अन्य मौजूदा बुनियादी ढांचे से परिचित हो सकता है और साथ ही स्कूली बच्चों, गांव के स्वयंसेवकों और अन्य हितधारकों सहित समुदाय के साथ काम कर सकता है कि आपदाओं के दौरान क्या करना है।
