Social Welfare Through Food Security
As part of its efforts to increase the scope of its social welfare activities and to ensure that the basic amenities are made available to every citizen, the government has announced changes to the operation of NFSA (National Food Security Act) in the state.
Key Points:
Consumers falling in the preview of NFSA (National Food Security Act) will get ration free of cost in the state from now onwards. In this regard, the Department of Food Civil Supplies and Consumer Affairs has made the official announcement that the Central Government has extended the National Food Security Act (NFSA) to the consumers which will be applicable till December, 2023.It is important to note here that earlier these consumers used to get wheat at Rs 2 per kg, fortified wheat at Rs 3.20 per kg and rice at Rs 3 per kg. The Union Government has now decided to provide these food grains free of cost to the NFSA consumers. The consumers would only have to pay the cost of converting the wheat into flour for which they need to spend Rs 1.20 per kg.According to the concerned state government officials, the orders to this effect have already been issued to all the fair price shopkeepers through respective District Food and Civil Supply Controllers. For any complaint, consumers have also been given the facility of the department’s toll free helpline number.Notably, there are 5,155 fair price shops and 121 godowns in the state. There are 19,62,932 card holders in the state, of which 7,52,849 are registered under the National Food Security Act.National Food Security Act (NFSA) was notified on 10th September, 2013. The objective of the legislation is to provide for food and nutritional security in the human life cycle approach, by ensuring access to adequate quantities of quality food at affordable prices to people to live a life with dignity.Coverage: 75% of the rural population and upto 50% of the urban population for receiving subsidized foodgrains under Targeted Public Distribution System (TPDS). Overall, National Food Security Act caters to 67% of the total population.Priority Households to be covered under Targeted Public Distribution System, according to guidelines by the State government. Households covered under existing Antyodaya Anna Yojana are also eligible.As per the provisions, 5 Kgs of foodgrains per person per month at Rs. 3/2/1 per Kg for rice/wheat/coarse grains. The existing AAY household will continue to receive 35 Kgs of foodgrains per household per month. Meal and maternity benefit of not less than Rs. 6,000 to pregnant women and lactating mothers during pregnancy and six months after the child birth. The Act also cotains provision for meals for children upto 14 years of age and food security allowance to beneficiaries in case of non-supply of entitled foodgrains or meals. In addition to these provisions, the At also provides for setting up of grievance redressal mechanisms at the district and state level.
खाद्य सुरक्षा के माध्यम से समाज कल्याण
अपनी सामाजिक कल्याण गतिविधियों का दायरा बढ़ाने और हर नागरिक को बुनियादी सुविधाएं उपलब्ध कराना सुनिश्चित करने के प्रयासों के तहत, सरकार ने राज्य में एनएफएसए (राष्ट्रीय खाद्य सुरक्षा अधिनियम) के संचालन में बदलाव की घोषणा की है।
प्रमुख बिंदु:
एनएफएसए (राष्ट्रीय खाद्य सुरक्षा अधिनियम) के दायरे में आने वाले उपभोक्ताओं को अब से राज्य में मुफ्त में राशन मिलेगा। इस संबंध में खाद्य नागरिक आपूर्ति एवं उपभोक्ता मामले विभाग ने आधिकारिक घोषणा की है कि केंद्र सरकार ने राष्ट्रीय खाद्य सुरक्षा अधिनियम (एनएफएसए) को उपभोक्ताओं के लिए बढ़ा दिया है जो दिसंबर, 2023 तक लागू रहेगा। यहां ध्यान देने वाली बात यह है कि पहले इन उपभोक्ताओं को गेहूं 2 रुपये प्रति किलोग्राम, फोर्टिफाइड गेहूं 3.20 रुपये प्रति किलोग्राम और चावल 3 रुपये प्रति किलोग्राम मिलता था। केंद्र सरकार ने अब एनएफएसए उपभोक्ताओं को ये खाद्यान्न मुफ्त उपलब्ध कराने का फैसला किया है। उपभोक्ताओं को केवल गेहूं को आटे में बदलने की लागत का भुगतान करना होगा जिसके लिए उन्हें 1.20 रुपये प्रति किलोग्राम खर्च करना होगा। संबंधित राज्य सरकार के अधिकारियों के अनुसार, इस आशय के आदेश पहले ही संबंधित जिला खाद्य और नागरिक आपूर्ति नियंत्रकों के माध्यम से सभी उचित मूल्य दुकानदारों को जारी किए जा चुके हैं। किसी भी शिकायत के लिए उपभोक्ताओं को विभाग के टोल फ्री हेल्पलाइन नंबर की सुविधा भी दी गई है। उल्लेखनीय है कि राज्य में 5,155 उचित मूल्य की दुकानें और 121 गोदाम हैं। राज्य में 19,62,932 कार्डधारक हैं, जिनमें से 7,52,849 राष्ट्रीय खाद्य सुरक्षा अधिनियम के तहत पंजीकृत हैं।
राष्ट्रीय खाद्य सुरक्षा अधिनियम (एनएफएसए) को 10 सितंबर, 2013 को अधिसूचित किया गया था। कानून का उद्देश्य पर्याप्त मात्रा में पहुंच सुनिश्चित करके मानव जीवन चक्र दृष्टिकोण में भोजन और पोषण सुरक्षा प्रदान करना है।लोगों को गरिमा के साथ जीवन जीने के लिए सस्ती कीमतों पर गुणवत्तापूर्ण भोजन उपलब्ध कराना। कवरेज: लक्षित सार्वजनिक वितरण प्रणाली (टीपीडीएस) के तहत सब्सिडी वाले खाद्यान्न प्राप्त करने के लिए ग्रामीण आबादी का 75% और शहरी आबादी का 50% तक। कुल मिलाकर, राष्ट्रीय खाद्य सुरक्षा अधिनियम कुल आबादी के 67% को पूरा करता है। राज्य सरकार के दिशानिर्देशों के अनुसार, प्राथमिकता वाले परिवारों को लक्षित सार्वजनिक वितरण प्रणाली के तहत कवर किया जाना है। मौजूदा अंत्योदय अन्न योजना के अंतर्गत आने वाले परिवार भी पात्र हैं। प्रावधानों के अनुसार, प्रति व्यक्ति प्रति माह 5 किलोग्राम खाद्यान्न रु। चावल/गेहूं/मोटे अनाज के लिए 3/2/1 प्रति किलोग्राम। मौजूदा एएवाई परिवार को प्रति माह प्रति परिवार 35 किलोग्राम खाद्यान्न मिलता रहेगा। भोजन और मातृत्व लाभ कम से कम रु. गर्भवती महिलाओं और स्तनपान कराने वाली माताओं को गर्भावस्था के दौरान और बच्चे के जन्म के छह महीने बाद तक 6,000 रुपये। अधिनियम में 14 वर्ष तक के बच्चों के लिए भोजन और हकदार खाद्यान्न या भोजन की आपूर्ति न होने की स्थिति में लाभार्थियों को खाद्य सुरक्षा भत्ते का प्रावधान भी शामिल है। इन प्रावधानों के अलावा, एटी जिला और राज्य स्तर पर शिकायत निवारण तंत्र स्थापित करने का भी प्रावधान करता है।
