Major decisions of Himachal Pradesh cabinet
- The Himachal Pradesh government has given consent to the Early Childhood Care and Education Tutor Scheme for children aged three-six in government primary schools, under the National Education Policy.
- The scheme envisages appropriate care and stimulation of the brain in the early years in order to ensure a healthy brain development and growth. As per the cabinet decision, special attention and priority would be given to districts and locations that are particularly socio-economically disadvantaged.
- The Cabinet has approved the policy for hiring of pre-primary teachers. The education department will frame the rules for their recruitment and till the time such rules are finalised, tutors will be engaged on outsourcing basis through the HPSEDC.
- The department will frame bridge courses for candidates who have done one-year diploma in nursery teacher education, pre-school education or early childhood education programme to make them eligible for the scheme. As per the state government policy, such tutors would be paid a sum of Rs 9,000 per month.
- As part of its welfare scheme targeting the vulnerable sections, the cabinet has also given its nod to double the subsidy on edible oil (fortified mustard oil and fortified soya refined oil) from Rs 5 to Rs 10 for OTNFSA beneficiaries and from Rs 10 to Rs 20 per litre for NFSA beneficiaries.The Cabinet has also given the nod to World Bank-funded ‘Himachal Power Sector Development Programme’ with a total cost of about Rs 2000 crore for timely monitoring, implementation and verification of the proposed PMU establishment in the directorate of energy along with structure and functioning.
- The cabinet approved establishing the Himachal Pradesh Motor Vehicle Administration and strengthening of Himachal Pradesh Department of transport as per the component of World Bank-funded project for Himachal Pradesh Road and other Infrastructure Development Corporation.
- It is noteworthy that the Himachal Pradesh Motor Vehicle Administration would be a one-stop Centre for all citizen services that would cater to all the essential transport related requests of the citizens such as registration, licensing, emission control, vehicle testing etc.
हिमाचल प्रदेश कैबिनेट के बड़े फैसले
- हिमाचल प्रदेश सरकार ने राष्ट्रीय शिक्षा नीति के तहत सरकारी प्राथमिक विद्यालयों में तीन-छह वर्ष की आयु के बच्चों के लिए प्रारंभिक बचपन देखभाल और शिक्षा शिक्षक योजना को सहमति दे दी है।
- इस योजना में प्रारंभिक वर्षों में मस्तिष्क की उचित देखभाल और उत्तेजना की परिकल्पना की गई है स्वस्थ मस्तिष्क विकास और वृद्धि सुनिश्चित करें। कैबिनेट के निर्णय के अनुसार, उन जिलों और स्थानों पर विशेष ध्यान और प्राथमिकता दी जाएगी जो विशेष रूप से सामाजिक-आर्थिक रूप से वंचित हैं।
- कैबिनेट ने पूर्व-प्राथमिक शिक्षकों की भर्ती के लिए नीति को मंजूरी दे दी है। शिक्षा विभाग उनकी भर्ती के लिए नियम बनाएगा और जब तक ऐसे नियमों को अंतिम रूप नहीं दिया जाता, तब तक ट्यूटर ऐसा करेंगे एचपीएसईडीसी के माध्यम से आउटसोर्सिंग के आधार पर नियुक्त किया जाएगा।
- विभाग उन उम्मीदवारों के लिए ब्रिज कोर्स तैयार करेगा, जिन्होंने नर्सरी शिक्षक शिक्षा, प्री-स्कूल शिक्षा या प्रारंभिक बचपन शिक्षा कार्यक्रम में एक साल का डिप्लोमा किया है ताकि उन्हें योजना के लिए पात्र बनाया जा सके।
- राज्य सरकार की नीति के अनुसार, ऐसे ट्यूटर्स को प्रति माह 9,000 रुपये का भुगतान किया जाएगा। कमजोर वर्गों को लक्षित करने वाली अपनी कल्याण योजना के हिस्से के रूप में, कैबिनेट ने खाद्य तेल (फोर्टिफाइड सरसों तेल और फोर्टिफाइड सरसों तेल) पर सब्सिडी को दोगुना करने की भी मंजूरी दे दी है। फोर्टिफाइड सोया रिफाइंड तेल) ओटीएनएफएसए लाभार्थियों के लिए 5 रुपये से बढ़ाकर 10 रुपये और एनएफएसए लाभार्थियों के लिए 10 रुपये से बढ़ाकर 20 रुपये प्रति लीटर किया गया है।
- कैबिनेट ने कुल लागत के साथ विश्व बैंक द्वारा वित्त पोषित 'हिमाचल पावर सेक्टर डेवलपमेंट प्रोग्राम' को भी मंजूरी दे दी है। ऊर्जा निदेशालय में संरचना और कार्यप्रणाली के साथ प्रस्तावित पीएमयू स्थापना की समय पर निगरानी, कार्यान्वयन और सत्यापन के लिए लगभग 2000 करोड़ रुपये। कैबिनेट ने विश्व बैंक के घटक के अनुसार हिमाचल प्रदेश मोटर वाहन प्रशासन की स्थापना और हिमाचल प्रदेश परिवहन विभाग को मजबूत करने को मंजूरी दी।
- हिमाचल प्रदेश सड़क और अन्य बुनियादी ढांचा विकास निगम के लिए वित्त पोषित परियोजना। उल्लेखनीय है कि हिमाचल प्रदेश मोटर वाहन प्रशासन सभी नागरिक सेवाओं के लिए वन-स्टॉप सेंटर होगा जो नागरिकों के पंजीकरण जैसे सभी आवश्यक परिवहन संबंधी अनुरोधों को पूरा करेगा। , लाइसेंसिंग, उत्सर्जन नियंत्रण, वाहन परीक्षण आदि।
