मंडी में पंजाब सरकार का शानन प्रोजेक्ट।

• मंडी में पंजाब सरकार की शानन परियोजना के संबंध में हिमाचल प्रदेश और पंजाब सरकार के बीच एक अंतर-राज्यीय विवाद आसन्न है।
• एचपी सरकार। कहते हैं कि मंडी के तत्कालीन शासक राजा जोगिंदर सिंह बहादुर द्वारा पंजाब को दी गई परियोजना और उसकी संपत्ति का 99 साल पुराना पट्टा 2 मार्च, 2024 को समाप्त होना था।
• दूसरी ओर पंजाब सरकार का कहना है कि पंजाब पुनर्गठन अधिनियम की धारा 48, उप-धारा 1 के तहत पंजाब को जलविद्युत परियोजना दी गई थी।
• हिमाचल प्रदेश सरकार जिस 99 साल पुराने पट्टे को खत्म करने की बात कर रही है, वह आजादी के बाद अमान्य हो जाता है।
• भारत के स्वतंत्र राष्ट्र बनने से पहले वर्ष 1935 में पट्टा बनाया गया था। यह एक सुलझा हुआ मुद्दा है क्योंकि भारत सरकार ने दो मौकों पर स्वीकार किया है कि यह परियोजना पंजाब की है।

    परियोजना के बारे में

• शानन परियोजना (उहल नदी पनबिजली परियोजना) को 1,600 करोड़ रुपये का माना जाता है और यह 110 मेगावाट बिजली पैदा करती है।
• जब इसे 1932 में बनाया गया था, तब इसकी स्थापित क्षमता 48 मेगावाट थी।
• इसे 1982 में पंजाब सरकार द्वारा बढ़ाया गया था।

Punjab Government’s Shanan project in Mandi.

• An inter-state dispute is imminent between HP and Punjab Government regarding Punjab Government’s Shanan project in Mandi.
• HP govt. says that the 99-year-old lease of the project and its assets given to Punjab by the then ruler of Mandi, Raja Joginder Singh Bahadur, was to come to an end on March 2, 2024.
• Punjab government on the other hand says that hydro project was given to Punjab as per Section 48, sub-clause 1 of the Punjab Reorganisation Act.
• The ending of 99-year-old lease that HP Government is referring to, becomes null and void after Independence.
• The lease was made in the year 1935 before India became an independent nation. This is an already settled issue with the Government of India admitting on two occasions that the project belongs to Punjab.

    ABOUT THE PROJECT

• The Shanan project (Uhl river hydroelectric project) is believed to be worth Rs 1,600 crore and it generates 110 MW of power.
• When it was built in 1932, it had an installed capacity of 48 MW.
• This was enhanced by the Punjab Government in 1982.
