Creating Investor-Friendly Environment

The state government has underlined that it is aiming to bring an investment of about Rs. 20,000 crore in manufacturing, tourism, energy, construction and housing with the potential of providing direct employment to about 40,000 persons and indirect employment to about 50,000.
In order to develop Himachal Pradesh as a favourite investment destination of the country, several new policies have been adopted by the state government, such as providing various incentives like cheaper power, easier credit facilities through the State Finance Corporation and the nationalised banks for establishing new industries.
The land is also being made available on a low-rate lease basis, and new industries are exempted from sales or purchase tax. Besides, several concessions are being provided on charges for transportation of raw materials from the nearest railhead outside the state, besides the provision of other marginal benefits.
The state government, in addition to this, has also assured that financial assistance will be given for machinery and equipment in dental clinics, purchase of e-taxi, installation of solar power projects up to 1 MW and fisheries projects along with other enterprises under Rajiv Gandhi Swarozgaar Yojana.
Additionally, a subsidy of 50 per cent will be provided uniformly to all eligible sections on the purchase of e-taxi.
Besides, the state government is also considering abolishing the compulsion of the Essentiality Certificate required from the industrialists to increase industrial investment in Himachal Pradesh.
The provision in this respect will be made in the New Industrial Policy.The state government will also look into the issue of delay in obtaining permissions under Section-118 of the Himachal Pradesh Tenancy and Land Reforms Act, 1972.

Robust Policy Framework To Attract Investment

Intelligent Traffic Management System

The Himachal Pradesh government has announced plans to establish three traffic-cum-tourist-police stations along the Kiratpur-Manali four-lane national highway.
The objective is to enhance the traffic system and promote road safety in the region.
The designated locations for these police stations are Bilaspur, Mandi, and Kullu districts.
Equipped with an Intelligent Traffic Management System, each station will have its own Control Room to effectively monitor and manage traffic.
The initiative aims to provide prompt police assistance during accidents and other emergencies on the four-lane highway.
In order to put in place an orderly responsibility and accountability apparatus in place, the concerned departments have been directed to prepare a detailed report on the jurisdiction of these police stations.
About 182km of this four-lane road from Kiratpur to Manali, of a total 197km length, would pass through three districts of the state including Bilaspur, Mandi and Kullu. As per the new management system, trauma centres would be marked on this four-lane road, including All India Institute of Medical Sciences (AIIMS) Bilaspur, Shri Lal Bahadur Shastri Government Medical College & Hospital, Nerchowk, Mandi and regional hospitals of all the three districts.
This will ensure quick treatment to the affected in case of emergency. Arrangements for ambulances, recovery vehicles etc. will also be made at certain places on this highway resulting in improvement of services for public.

Apple Growers Demand Clear Policy To Prevent Exploitation

With the state’s apple economy already been hit hard due to damage caused by unprecedented heavy rains, the state’s apple growers have demanded fair policies that are implemented properly by the state, in order to prevent exploitation.

Ethical Treatment Of Animals

The state government of Himachal Pradesh has issued directions under the Prevention of Cruelty to Animals Act, 1960, aimed at prohibition of causing unnecessary pain and suffering to animals.
The government has issued a notification prohibiting the manufacture, sale, and use of glue traps in the state which came in response to concerns raised by various animal welfare organisations.
The notification cites Section 11 of The Prevention of Cruelty to Animals Act, 1960, which prohibits causing unnecessary pain and suffering to animals.
The state government, while citing the rationale behind the directions has emphasised that glue traps have an indiscriminate nature to ensnarl not only rodents but also "non-target" animals, including birds, squirrels, reptiles, and frogs.
In its appeal, various animal welfare organisations had requested the state government to take immediate steps to implement circulars issued by the Animal Welfare Board of India advising a ban on glue traps.Governments of Chhattisgarh, Goa, Meghalaya, Sikkim, Tamil Nadu, and Telangana have already taken the initiative in this regard and have issued circulars banning glue traps, according to media reports.
Recently, the government of Himachal Pradesh had also initiated action against the manufacture, sale, and use of cruel and illegal gestation and farrowing crates in pig farming.The manufacturers and sellers of glue traps sentence small animals to hideously slow and painful deaths and can turn buyers into lawbreakers.

Plastic Waste Management Rules

The state government of Himachal Pradesh has announced a state-level comprehensive action plan that has been prepared in order to implement plastic waste management rules and to eliminate single-use plastic.
In this regard, directions have been issued by the Chief Secretary to all state government departments to work in a campaign mode to sensitise people about the single-use plastic.
As per the state government’s official figures, about Rs 13.50 lakh was collected as penalty from violators in various areas of the state last year, data in this regard has been compiled by Directorate, Environment, Science and technology, Himachal Pradesh
In course of execution of the plan, a high level meeting of Special Task Force was held recently, chaired by the Chief Secretary, Himachal Pradesh.
In this regard, directions have been issued to the Urban development and other departments to increase field inspections and take strict action against the usage of single-use plastic.
In addition to that, specific instructions have been issued to all the Deputy Commissioners to implement the plan effectively.

हिमाचल प्रदेश की राज्य सरकार ने एक राज्य स्तरीय व्यापक कार्य योजना की घोषणा की है जो प्लास्टिक अपशिष्ट प्रबंधन नियमों को लागू करने और एकल-उपयोग प्लास्टिक को खत्म करने के लिए तैयार की गई है।
इस संबंध में मुख्य सचिव द्वारा राज्य सरकार के सभी विभागों को एकल उपयोग प्लास्टिक के बारे में लोगों को जागरूक करने के लिए अभियान मोड में काम करने के निर्देश जारी किए गए हैं।
राज्य सरकार के आधिकारिक आंकड़ों के अनुसार, पिछले साल राज्य के विभिन्न क्षेत्रों में उल्लंघन करने वालों से लगभग 13.50 लाख रुपये जुर्माना वसूला गया था, इस संबंध में डेटा निदेशालय, पर्यावरण, विज्ञान और प्रौद्योगिकी, हिमाचल प्रदेश द्वारा संकलित किया गया है।
योजना के क्रियान्वयन के क्रम में हाल ही में मुख्य सचिव, हिमाचल प्रदेश की अध्यक्षता में स्पेशल टास्क फोर्स की एक उच्च स्तरीय बैठक आयोजित की गई।
इस संबंध में शहरी विकास और अन्य विभागों को फील्ड निरीक्षण बढ़ाने और सिंगल-यूज प्लास्टिक के उपयोग के खिलाफ सख्त कार्रवाई करने के निर्देश जारी किए गए हैं।
साथ ही योजना को प्रभावी ढंग से लागू करने के लिए सभी उपायुक्तों को विशेष निर्देश जारी किये गये हैं.

Clean Air Survey

According to the "Swachh Vayu Survekshan" conducted by the Central Pollution Control Board (CPCB), Parwanoo was ranked first among the towns with less than 3 lakh population followed by Kala Amb in Himachal Pradesh and Angul in Odisha.
The survey ranks cities based on the execution of activities approved under the city action plan and air quality in 131 cities covered under the National Clean Air Programme (NCAP).
Congratulating the state on the development, the state government machinery has pointed out that the ranks were achieved due to responsible and environmentally conscious tourism, active cooperation of local communities and coordinated, sustained efforts of government agencies.
Further it has been underlined that the state government is committed to achieving sustainable development while maintaining a delicate balance with the environment.
For the "Swachh Vayu Survekshan" ranking, the cities were required to do self-assessment and report implementation of activities and measures taken in respect of solid waste management, road dust management, management of construction and demolition waste, control of vehicular emissions and industrial pollution.

स्वच्छ वायु सर्वेक्षण

केंद्रीय प्रदूषण नियंत्रण बोर्ड (सीपीसीबी) द्वारा आयोजित "स्वच्छ वायु सर्वेक्षण" के अनुसार, 3 लाख से कम आबादी वाले शहरों में परवाणू पहले स्थान पर था, उसके बाद हिमाचल प्रदेश में काला अंब और ओडिशा में अंगुल था।
सर्वेक्षण में राष्ट्रीय स्वच्छ वायु कार्यक्रम (एनसीएपी) के तहत शामिल 131 शहरों में शहरी कार्य योजना के तहत अनुमोदित गतिविधियों के निष्पादन और वायु गुणवत्ता के आधार पर शहरों को रैंक दिया गया है।
विकास पर राज्य को बधाई देते हुए, राज्य सरकार मशीनरी ने बताया है कि जिम्मेदार और पर्यावरण के प्रति जागरूक पर्यटन, स्थानीय समुदायों के सक्रिय सहयोग और सरकारी एजेंसियों के समन्वित, निरंतर प्रयासों के कारण रैंक हासिल की गई थी।
इसके अलावा यह रेखांकित किया गया है कि राज्य सरकार पर्यावरण के साथ नाजुक संतुलन बनाए रखते हुए सतत विकास हासिल करने के लिए प्रतिबद्ध है।
"स्वच्छ वायु सर्वेक्षण" रैंकिंग के लिए, शहरों को ठोस अपशिष्ट प्रबंधन, सड़क धूल प्रबंधन, निर्माण और विध्वंस कचरे के प्रबंधन, वाहन उत्सर्जन और औद्योगिक उत्सर्जन के नियंत्रण के संबंध में की गई गतिविधियों और उपायों के कार्यान्वयन का स्व-मूल्यांकन और रिपोर्ट करने की आवश्यकता थी। प्रदूषण।

Transforming Shimla City

Shimla city, which is one of the most popular hill stations of the country, is transforming into a pedestrian-friendly tourist destination with widening of its roads and construction of several walkways under the 'Smart Cities Mission.'
The capital of Himachal Pradesh, rimmed with hilltops, has recently been graced with a network of over 20 km-long pedestrian pathways mainly along the Circular Road in the city.
According to the concerned officials of the Shimla Smart City Limited (SSCL), there is also focus on development of parking facilities in the city to help the locals and tourists.
Shimla is fast transforming with a civic infra boost under various Smart Cities Mission initiatives, focusing development of pedestrian pathways and parking facilities to ease congestion and facilitate locals as well as tourists.
In this regard, the CPWD has come up with a 1.8 km-long pathway from Hotel Holiday Home to Bemloe Chowk on the Circular Road with a cost of Rs 2.19 crore and has incurred an additional expenditure of Rs 1.31 crore on road widening and construction of a retaining wall.
A 2 km-long pathway connecting the famous St Bede's College in Navbahar to Sanjauli Chowk is most scenic one.
It's a wonderful experience to walk amid so much natural beauty in a safe passage like this where the tourists can enjoy the experience without the fear of being hit by any vehicle.In this regard, the 'Smart Cities Mission' also involves widening of a 3 km-long road from Navbahar to the famed Jakhu temple, and another pathway connecting Sanjauli Chowk to Indira Gandhi Medical College.

Inculcating Scientific Temper

As part of the state’s endeavor to create conditions for inculcating scientific temper among citizens which is one of the Fundamental Duties under the Constitution of India, a science museum will be set up Government Senior Secondary School for Boys in Chamba.
This museum has been set up by the Ministry of Science and Technology, Government of India and is part of the vision of the centre government to set up 75 Science Museums in various aspirational districts of the country.
In the state of Himachal Pradesh, Pandit Jaiwant Ram Upmanyu Science Museum at Government Senior Secondary School for Boys in Chamba.
This Museum had been named as Pandit Jaiwant Ram Upmanyu Science Museum as a mark of respect to the first Speaker of State Vidhan Sabha and the first Head Master of Indian origin in State High School Chamba.
The state government in this regard, has underlined that the main objective of setting up of science museum is to inculcate scientific temper among school children.
Further the rationale of these science museums, besides inculcating scientific temper among school children is also to make the people in general and students, in particular, aware of India's scientific journey and achievements during the last 75 years of independent India.

वैज्ञानिक सोच पैदा करना

Shimla Kalka railway track resumes

Train service resumed completely after nearly three months on the UNESCO world heritage Shimla-Kalka railway line which was damaged due to torrential rains.
The railway track was damaged at 20-25 points from Shimla to Kalka due to the rains in July and August.

ABOUT THE TRACK

The 96-km-long Shimla-Kalka Railway track had been laid in tough hilly terrain with 103 tunnels (now 102 tunnels as tunnel no 46 had collapsed, four decades ago), 800 bridges, and 919 curves along with negotiable gradient.
The track which gains altitude of about 1590 metre is a marvel of engineering and a tourist attraction.

शिमला कालका रेलवे ट्रैक फिर से शुरू

मूसलाधार बारिश के कारण क्षतिग्रस्त हुई यूनेस्को की विश्व धरोहर शिमला-कालका रेलवे लाइन पर करीब तीन महीने बाद ट्रेन सेवा पूरी तरह से बहाल हो गई।
जुलाई और अगस्त में हुई बारिश के कारण शिमला से कालका तक 20-25 स्थानों पर रेलवे ट्रैक क्षतिग्रस्त हो गया था।

ट्रैक के बारे में

96 किलोमीटर लंबा शिमला-कालका रेलवे ट्रैक कठिन पहाड़ी इलाके में 103 सुरंगों (अब सुरंग संख्या 46 के रूप में 102 सुरंगें, चार दशक पहले ढह गई थीं), 800 पुल और 919 मोड़ों के साथ-साथ परक्राम्य ढाल के साथ बिछाया गया था।

HP Wool fed office to be shifted

Revenue Minister recently said that the office of the HP Wool Federation located in Palampur will be shifted to Bharmour in Chamba district.
The decision was taken at a meeting of the Tribal Project Advisory Committee presided over by the minister at Bharmour.

Paddy procurement centres opened in Kangra

The State Food and Civil Supply Corporation (SFCSC) in collaboration with Kangra District Agriculture Produce Marketing Committee (APMC) is all set to procure paddy from farmers at central government’s announced MSP Rs 2,023 per quintal in three procurement centres set up in Kangra district.
The state government has notified procurement centres at Fatehpur, Milwan and Riyali in lower Kangra district for procuring paddy.
The Milwan, Riyali and Fatehpur procurement centers have storage capacity of 1100, 600 and 400 metric tons, respectively.

कांगड़ा में खुले धान खरीद केंद्र

राज्य खाद्य एवं नागरिक आपूर्ति निगम (एसएफसीएससी) कांगड़ा जिला कृषि उपज विपणन समिति (एपीएमसी) के सहयोग से कांगड़ा जिले में स्थापित तीन खरीद केंद्रों में केंद्र सरकार की घोषित एमएसपी 2,023 रुपये प्रति क्विंटल पर किसानों से धान खरीदने के लिए पूरी तरह तैयार है।
राज्य सरकार ने धान की खरीद के लिए निचले कांगड़ा जिले के फतेहपुर, मिलवान और रियाली में खरीद केंद्र अधिसूचित किए हैं।
मिलवान, रियाली और फ़तेहपुर खरीद केंद्रों की भंडारण क्षमता क्रमशः 1100, 600 और 400 मीट्रिक टन है।

CM announces Rs 2 lakh incentive to parents of single girl child

Himachal Pradesh Chief Minister said parents of single girl child will be given an incentive of Rs 2 lakh as part of the government’s efforts to remove the evil practice of female foeticide in the state.
Earlier an incentive of Rs 35,000 was given for to parents of single girl child, which would now be increased to Rs 2 lakh.
Rs 2 lakh would henceforth be given to the parents who adopt family planning after birth of one girl child and Rs one lakh to those who decide not to have another child after two girls.

मुख्यमंत्री ने एकल बालिका के माता-पिता को 2 लाख रुपये की प्रोत्साहन राशि देने की घोषणा की

हिमाचल प्रदेश के मुख्यमंत्री ने कहा कि राज्य में कन्या भ्रूण हत्या की कुप्रथा को दूर करने के सरकार के प्रयासों के तहत एकल बालिका के माता-पिता को 2 लाख रुपये की प्रोत्साहन राशि दी जाएगी।
पहले एकल बालिका के माता-पिता को 35,000 रुपये की प्रोत्साहन राशि दी जाती थी, जिसे अब बढ़ाकर 2 लाख रुपये कर दिया जाएगा।
अब से एक लड़की के जन्म के बाद परिवार नियोजन अपनाने वाले माता-पिता को 2 लाख रुपये और दो लड़कियों के बाद दूसरा बच्चा न पैदा करने का फैसला करने वालों को एक लाख रुपये दिए जाएंगे।
