State Disaster Response Force (SDRF)
- As per Section 3.4.5 of National Policy on Disaster Management 2009, the State Governments are required to raise their own State Disaster Response Force to quickly respond to disasters.
- Currently, 24 States/UTs have raised their respective State Disaster Response Force. These SDRFs are placed strategically at suitable locations well connected to the airport, railheads and roads for their immediate deployment at the disaster sites.
- The SDRF is also be used for Community Capacity Building and Awareness Generation programmes within the State. During these programmes, SDRF can familiarize themselves with terrain, critical buildings and other existing infrastructure for prompt responses at the time of disasters and simultaneously work with the community, including school children, village volunteers and other stakeholders on what to do during disasters.
Mukhya Mantri Green Cover Mission
- The state government of Himachal Pradesh has announced that about 257 hectares of barren hilltops, spread across 15 forest divisions in Himachal Pradesh, will soon turn green with the forest department planning to carry out an afforestation drive in the ongoing financial year.
- As per the state government’s plans, eco-friendly species will be planted on the hilltops under the ‘Mukhya Mantri Green Cover Mission’, which aims to increase the green cover and also intends to eradicate wild obnoxious weeds.
- In this regard, the forest department of Himachal Pradesh has identified specific areas for the plantation during this monsoon season. These include 30 hectares in Kullu Forest Division, 25 hectares each in Nahan and Solan, and 20 hectares in Kinnaur Forest Division, among others.
- In addition to that, directions have been issued to the department to prepare a work plan to plant on approximately 10,000 hectares of land under various other departmental schemes.
- Recognising the significance of the rich biodiversity of the hill state, the government is taking proactive measures to increase the forest cover. Further, in order to ensure the success of the Mission, the forest officials have been assigned the responsibility of monitoring the plantations and ensuring their survival.
- This step has been considered necessary to ensure the whole exercise does not turn out to be merely superficial with no actual changes affected in the long run.
Important Decisions Of Himachal Pradesh Cabinet
- The Himachal Pradesh Cabinet has recently decided to bring the state’s Public Service Commission within the ambit of a law enacted to prevent malpractices at university, board and other examinations.
- The decision, in a meeting chaired by the Chief Minister, to bring the Himachal Pradesh Public Service Commission under the Himachal Pradesh Prevention of Malpractices at University, Board or Other Specified Examinations Act, 1984, aims to ensure fair and transparent selection of candidates.
- It is worth mentioning here that in February 2023, the state government dissolved the Himachal Pradesh Staff Selection Commission after the paper for the Junior Office Assistant (IT) was leaked and transferred all ongoing recruitment to the public service commission.
- It was decided at the meeting to fill nine posts of the Himachal Pradesh Administrative Services on a regular basis through the Public Service Commission. The Cabinet also approved the creation of 45 posts of different categories for Vulnerable Witness Deposition Centres in all 11 civil and session divisions, besides the Nalagarh, Sarkaghat, Sundernagar and Ghumarwin subdivisions.
- In the Cabinet meeting, it was also decided to bring 90,362 MNREGA workers, Ekal Nari and persons with more than 40 per cent disability, registered street vendors and children living in orphanages under the Ayushman Bharat – Pradhan Mantri Jan Aarogya Yojana. Cabinet has also approved the rollout of the Himachal Pradesh Sadhbhawana Legacy Cases Resolution Scheme, 2023, for a three-month period with the aim of disposing of approximately 50,000 cases still pending under various pre-GST era enactments.
- It also approved the formation of a Cabinet subcommittee comprising the Industries minister, Rural Development and Panchayati Raj minister and the PWD minister to decide and dispose of all matters on felling, removal and lopping of trees in territorial jurisdictions of the state’s municipal corporations.
- It also decided to restructure the financial assistance extended to Himachal Pradesh Power Transmission Corporation Ltd (HPPTCL) under Himachal Pradesh Clean Energy Transmission Investment Programme.
- This will help HPPTCL in the improvement of its financial status and will assist in the easy execution of existing and upcoming projects by availing financial assistance from domestic financial institutions.
- In addition to that renaming of the Department of Environment, Science and Technology as the Department of Environment Technology and Climate Change has also been approved by the cabinet.
- Approval was also accorded to set up a dedicated Centre for Science, Learning and Creativity at Bhog village in Anandpur (Shoghi) of Shimla to provide a forum for children to pursue their natural curiosity and quench their thirst for creativity. It would also support the mass dissemination of hands-on science education and lead innovation in learning.
मुख्यमंत्री हरित आवरण मिशन
- हिमाचल प्रदेश की राज्य सरकार ने घोषणा की है कि हिमाचल प्रदेश के 15 वन प्रभागों में फैली लगभग 257 हेक्टेयर बंजर पहाड़ी चोटियाँ जल्द ही हरी-भरी हो जाएंगी और वन विभाग चालू वित्तीय वर्ष में वनीकरण अभियान चलाने की योजना बना रहा है।
प्रमुख बिंदु:
- राज्य सरकार की योजना के अनुसार, 'मुख्यमंत्री ग्रीन कवर मिशन' के तहत पहाड़ियों की चोटियों पर पर्यावरण-अनुकूल प्रजातियां लगाई जाएंगी, जिसका उद्देश्य हरित आवरण को बढ़ाना है और जंगली अप्रिय खरपतवारों को खत्म करना भी है। इस संबंध में, हिमाचल प्रदेश के वन विभाग ने इस मानसून के मौसम के दौरान वृक्षारोपण के लिए विशिष्ट क्षेत्रों की पहचान की है।
- इनमें कुल्लू वन प्रभाग में 30 हेक्टेयर, नाहन और सोलन में 25-25 हेक्टेयर और किन्नौर वन प्रभाग में 20 हेक्टेयर शामिल हैं। इसके अलावा, विभाग को विभिन्न अन्य विभागीय योजनाओं के तहत लगभग 10,000 हेक्टेयर भूमि पर पौधे लगाने की कार्य योजना तैयार करने के निर्देश जारी किए गए हैं।

- मुख्यमंत्री की अध्यक्षता में एक बैठक में हिमाचल प्रदेश लोक सेवा आयोग को विश्वविद्यालय, बोर्ड या अन्य विशिष्ट परीक्षाओं में कदाचार निवारण अधिनियम, 1984 के तहत लाने का निर्णय, उम्मीदवारों का निष्पक्ष और पारदर्शी चयन सुनिश्चित करना है। यहां उल्लेखनीय है कि फरवरी 2023 में, राज्य सरकार ने हिमाचल प्रदेश कर्मचारी चयन को भंग कर दिया था।
- जूनियर ऑफिस असिस्टेंट (आईटी) का पेपर लीक होने के बाद आयोग ने चल रही सभी भर्तियों को लोक सेवा आयोग को स्थानांतरित कर दिया। बैठक में हिमाचल प्रदेश प्रशासनिक सेवा के नौ पदों को नियमित आधार पर लोक सेवा आयोग के माध्यम से भरने का निर्णय लिया गया।
- मंत्रिमंडल ने नालागढ़, सरकाघाट, सुंदरनगर और घुमारवीं उपमंडलों के अलावा सभी 11 नागरिक और सत्र मंडलों में कमजोर गवाह जमाव केंद्रों के लिए विभिन्न श्रेणियों के 45 पदों के सृजन को भी मंजूरी दी।
- मंत्रिमंडल की बैठक में 90,362 मनरेगा श्रमिकों, एकल नारी और 40 प्रतिशत से अधिक विकलांगता वाले व्यक्तियों, पंजीकृत स्ट्रीट वेंडरों और अनाथालयों में रहने वाले बच्चों को आयुष्मान भारत-प्रधानमंत्री जन आरोग्य योजना के तहत लाने का भी निर्णय लिया गया।
- जीएसटी युग से पहले के विभिन्न अधिनियमों के तहत लंबित लगभग 50,000 मामलों को निपटाने के उद्देश्य से तीन महीने की अवधि के लिए हिमाचल प्रदेश सद्भावना विरासत मामले समाधान योजना, 2023 को लागू किया गया। इसने राज्य के नगर निगमों के क्षेत्रीय अधिकार क्षेत्र में पेड़ों की कटाई, हटाने और काटने पर सभी मामलों पर निर्णय लेने और निपटाने के लिए उद्योग मंत्री, ग्रामीण विकास और पंचायती राज मंत्री और पीडब्ल्यूडी मंत्री को शामिल करते हुए एक कैबिनेट उपसमिति के गठन को भी मंजूरी दी।
- फ़िना का पुनर्गठन करेंहिमाचल प्रदेश स्वच्छ ऊर्जा ट्रांसमिशन निवेश कार्यक्रम के तहत हिमाचल प्रदेश पावर ट्रांसमिशन कॉर्पोरेशन लिमिटेड (एचपीपीटीसीएल) को राष्ट्रीय सहायता प्रदान की गई। इससे एचपीपीटीसीएल को वित्तीय स्थिति में सुधार करने में मदद मिलेगी और घरेलू वित्तीय संस्थानों से वित्तीय सहायता प्राप्त करके मौजूदा और आगामी परियोजनाओं के आसान निष्पादन में सहायता मिलेगी।
- इसके अलावा पर्यावरण, विज्ञान और प्रौद्योगिकी विभाग का नाम बदलकर पर्यावरण प्रौद्योगिकी और जलवायु परिवर्तन विभाग करने को भी कैबिनेट ने मंजूरी दे दी है। बच्चों को उनकी प्राकृतिक जिज्ञासा को आगे बढ़ाने और रचनात्मकता की प्यास बुझाने के लिए एक मंच प्रदान करने के लिए शिमला के आनंदपुर (शोघी) के भोग गांव में विज्ञान, शिक्षण और रचनात्मकता के लिए एक समर्पित केंद्र स्थापित करने को भी मंजूरी दी गई। यह व्यावहारिक विज्ञान शिक्षा के व्यापक प्रसार का भी समर्थन करेगा और सीखने में नवाचार का नेतृत्व करेगा।
किसानों की आय बढ़ाना
- हिमाचल प्रदेश की राज्य सरकार किसानों की आय बढ़ाने और पेशे को अधिक लाभकारी बनाने के लिए बागवानी क्षेत्र को विकसित करने के लिए कदम उठा रही है।
- इस संबंध में राज्य सरकार के प्रयासों को एक बड़ा बढ़ावा देते हुए, एशियाई विकास बैंक (एडीबी) ने भारत के हिमाचल प्रदेश में किसानों की आय बढ़ाने के लिए कृषि उत्पादकता बढ़ाने और बागवानी कृषि व्यवसायों को बढ़ावा देने के लिए 130 मिलियन डॉलर के ऋण को मंजूरी दे दी है।

- यह परियोजना लगभग 6,000 हेक्टेयर कृषि भूमि के पुनर्वास और सिंचाई और जल प्रबंधन में सुधार करेगी। नई सिंचाई सुविधाओं का निर्माण, नए जल स्रोतों की स्थापना, और जल उपयोगकर्ता संघों और जल शक्ति विभाग (जल संसाधन विभाग) की क्षमता को मजबूत करना।
