इज़राइल ने आधिकारिक तौर पर संयुक्त अरब अमीरात का पहला राजदूत प्राप्त किया

• इजरायल के राष्ट्रपति ने औपचारिक रूप से संबंधों को सामान्य बनाने के लिए देशों के बीच पिछले साल के ऐतिहासिक समझौते के बाद संयुक्त अरब अमीरात से पहला राजदूत प्राप्त किया है। इजरायल पहुंचे UAE के दूत मोहम्मद अल खाजा ने यरुशलम में एक समारोह में इजरायल के राष्ट्रपति रियूवेन रिवलिन को अपनी साख दी। UAE पहला देश था जिसने अब्राहम समझौते के तहत यहूदी राज्य के साथ पूर्ण राजनयिक संबंध स्थापित करने के लिए सहमति व्यक्त की, जो कि अमेरिका के पूर्व राष्ट्रपति डोनाल्ड ट्रम्प द्वारा तैयार किया गया एक समझौता था।
• समझौते ने संयुक्त अरब अमीरात को केवल तीसरे बहुमत वाला अरब देश बनाया, जिसमें 1979 में मिस्र और 1994 में जॉर्डन के बाद इजरायल के साथ आधिकारिक संबंध बनाए गए। बहरीन, मोरक्को और सूडान बाद में अब्राहम समझौते में शामिल हो गए हैं। लंबे समय से चली आ रही अरब सामंजस्य से समझौते टूट गए कि फिलिस्तीनियों के साथ व्यापक शांति समझौते तक पहुंचने के लिए इजरायल के साथ कोई सामान्यीकरण नहीं होना चाहिए।

स्वदेशी रूप से विकसित "स्पेक्ट्रोग्राफ" नैनीताल में कमीशन

• भारतीय वैज्ञानिक आर्यभट्ट रिसर्च इंस्टीट्यूट ऑफ ऑब्जर्वेटिव साइंसेज (ARIES), नैनीताल के वैज्ञानिकों ने एक कम लागत वाले ऑप्टिकल स्पेक्ट्रोग्राफ को मेष-देवस्थल फीटल ऑब्जेक्ट स्पेक्ट्रोग्राफ और कैमरा (ADFOSC) के रूप में डिजाइन और विकसित किया है। यह उत्तराखंड के नैनीताल जिले में 3.6 मीटर देवस्थल ऑप्टिकल टेलीस्कोप (डीओटी) पर लगाया गया है।
• ADFOSC स्पेक्ट्रोस्कोप भारत में मौजूदा खगोलीय स्पेक्ट्रोग्राफ में अपनी तरह का सबसे बड़ा है।
• ADFOSC स्पेक्ट्रोग्राफ एक बहुत ही युवा ब्रह्मांड में दूर क्वासरों और आकाशगंगाओं से बेहोश प्रकाश के स्रोतों का पता लगा सकता है, आकाशगंगाओं के चारों ओर सुपरमासिव ब्लैक-होल और कॉस्मिक विस्फोटों के आसपास के क्षेत्र में।
• अब तक, स्पेक्ट्रोस्कोप को विदेशों से उच्च लागत पर आयात किया जाता था। मेड इन इंडिया ’ऑप्टिकल स्पेक्ट्रोग्राफ, आयातित लोगों की तुलना में लगभग 2.5 गुना कम महंगा है और एक फोटॉन-दर के साथ प्रकाश के स्रोतों को लगभग 1 फोटॉन प्रति सेकंड जितना कम पा सकता है।
• भारत सरकार के विज्ञान और प्रौद्योगिकी विभाग (DST) का एक स्वायत्त संस्थान है। यह भारत के साथ-साथ एशिया में सबसे बड़ा प्रतिबिंबित करने वाला दूरबीन है।

सरकार ने बीमा लोकपाल नियम 2017 में संशोधन किया

• भारत सरकार ने बीमा सेवा की कमियों के बारे में, समयबद्ध, लागत प्रभावी और निष्पक्ष तरीके से, बीमाधारकों की शिकायतों के बेहतर समाधान के लिए बीमा लोकपाल नियम, 2017 में व्यापक संशोधन अधिसूचित किए हैं। इससे समय पर लागत प्रभावी और निष्पक्ष तरीके से बीमा सेवाओं में कमियों के संबंध में शिकायतों के समाधान को सुविधाजनक बनाने में मदद मिलेगी।
• ओम्बड्समैन तंत्र को बीमा कंपनियों के कार्यकारी परिषद द्वारा प्रशासित किया गया था। अब इसका नाम बदलकर बीमा लोकपाल परिषद कर दिया गया है।
• पहले, लोकपाल को शिकायतों का दायरा केवल विवादों तक ही सीमित था, लेकिन अब बीमाकर्ताओं, एजेंटों, दलालों और अन्य बिचौलियों की ओर से सेवा में कमियों को शामिल करने के लिए इसे बढ़ा दिया गया है।
• बीमा दलाल को लोकपाल तंत्र के दायरे में भी लाया गया है। लोकपालों को बीमा दलालों के खिलाफ भी पुरस्कार देने का अधिकार दिया गया है।
• तंत्र की समयबद्धता और लागत-प्रभावशीलता को मजबूत करने के लिए, पॉलिसीधारकों को अब लोकपाल को इलेक्ट्रॉनिक रूप से शिकायत करने के लिए सक्षम किया जाएगा।
• पॉलिसीधारकों को अपनी शिकायतों की स्थिति को ऑनलाइन ट्रैक करने में सक्षम करने के लिए एक शिकायत प्रबंधन प्रणाली बनाई जाएगी।
• नियम यह भी प्रदान करते हैं कि, लोकपाल मामलों को सुनने के लिए वीडियो-कॉन्फ्रेंसिंग का उपयोग कर सकता है।

उत्तराखंड के मुख्यमंत्री ने "घरोकी पहचान, चेलिक नाम" योजना शुरू की

• उत्तराखंड के मुख्यमंत्री त्रिवेंद्र सिंह रावत ने नैनीताल में 42 करोड़ रुपये की "घरोकी पहचान, चेलिक नाम" (बेटी का नाम घर की पहचान है) कार्यक्रम और विकास योजनाओं का शुभारंभ किया है। प्रारंभ में, इस योजना को नैनीताल में शुरू किया गया है और बाद में इसे पूरे उत्तराखंड में विस्तारित किया जाना है।
• सरकार महिला सशक्तिकरण की दिशा में काम कर रही है और राज्य के 32,000 महिला समूहों को स्वरोजगार से जोड़ने के लिए उन्हें आत्मनिर्भर बनाया जा रहा है। राज्य सरकार युवाओं के लाभ के लिए कई जन कल्याणकारी योजनाओं को लागू करने के लिए भी तैयार है।
• विकास कार्यों के हिस्से के रूप में, सुखा ताल झील के जलग्रहण क्षेत्र को पुनर्जीवित किया जाएगा और सौंदर्यीकरण की प्रक्रिया से गुजरना होगा। सुखा ताल झील पर काम नैनीताल झील के पुनर्भरण का काम करेगा और साथ ही नैनीताल में पर्यटकों के आकर्षण की ओर बढ़ेगा।

थावरचंद गहलोत ने लॉन्च किया "सुगम्य भारत ऐप"

• केंद्रीय सामाजिक न्याय और सशक्तिकरण मंत्री, थावरचंद गहलोत ने नई दिल्ली में एक वीडियो कांफ्रेंस के माध्यम से "सुगम्य भारत ऐप (Sugamya Bharat App)" लॉन्च किया है। मंत्री ने "एक्सेस - द फोटो डाइजेस्ट (Access – The Photo Digest)" नामक एक हैंडबुक भी लॉन्च की। ऐप और हैंडबुक को सामाजिक न्याय और सशक्तिकरण मंत्रालय के तहत दिव्यांगजन सशक्तिकरण विभाग (DEPwD) द्वारा विकसित किया गया है।
• यह एक क्राउडसोर्सिंग मोबाइल एप्लिकेशन है, जिसमें दिव्यांगजन और यहां तक कि बुजुर्गों तक पहुंच-संबंधी समस्याएं दर्ज की जा सकती हैं।
• ऐप का उद्देश्य एक्सेसिबल इंडिया कैंपेन के 3 स्तंभों में एक्सेसिबिलिटी को संवेदनशील बनाना और सुधारना है, जिसमें भारत में निर्मित पर्यावरण, परिवहन क्षेत्र और आईसीटी पारिस्थितिकी तंत्र शामिल हैं।
• यह हैंडबुक विभिन्न राज्यों और केन्द्र - शासित प्रदेशों से प्राप्त तस्वीरों का एक संग्रह है, इस पुस्तिका की परिकल्पना विभिन्न हितधारकों को सुगम्यता से जुड़ी 10 बुनियादी बातों और उससे संबंधित अच्छी - बुरी प्रथाओं के बारे में चित्रात्मक रूप से आसानी से समझाने के उद्देश्य से एक उपकरण और गाइड के रूप में की गई है।

लोकसभा टीवी और राज्यसभा टीवी का हुआ विलय, बना संसद टीवी

• राज्यसभा और लोकसभा टेलीविजन चैनल, जो क्रमशः संसद के ऊपरी और निचले सदनों की कार्यवाही को प्रसारित करते हैं, को एकल इकाई में मिला दिया गया है। इस नए चैनल का नाम 'संसद टीवी (Sansad Television)' रखा गया है। यह परिवर्तन 01 मार्च, 2021 से प्रभावी है।
• 1986 बैच के सेवानिवृत्त आईएएस अधिकारी रवि कपूर को एक साल के लिए संसद टीवी के मुख्य कार्यकारी अधिकारी (CEO) के रूप में नियुक्त किया गया है। नाम बदलने का निर्णय राज्यसभा के सभापति एम वेंकैया नायडू और लोकसभा अध्यक्ष ओम बिरला ने संयुक्त रूप से लिया था।

• मुंबई सिटी FC ने ISL लीग विजेता शील्ड और इसके साथ आने वाले प्रतिष्ठित AFC चैंपियंस लीग स्थान को प्राप्त करने के लिए गोवा के GMC स्टेडियम में ATK मोहन बागान (ATKMB) पर 2-0 की जीत दर्ज की है।

कुलदीप सिंह ने संभाला CRPF DG का अतिरिक्त प्रभार

• IPS अधिकारी कुलदीप सिंह को प्रमुख ए पी माहेश्वरी के सेवानिवृत्त होने के बाद CRPF महानिदेशक (डीजी) का अतिरिक्त प्रभार दिया गया है। कुलदीप सिंह, अपने केंद्रीय क्षेत्र के विशेष महानिदेशक के रूप में काम कर रहे हैं, अगले अधिकारी की नियुक्ति और जॉइनिंग होने या अगले आदेश तक सीआरपीएफ प्रमुख का अतिरिक्त प्रभार संभालेंगे।

बैंकिंग और आर्थिक

फरवरी में GST कलेक्‍शन 7% बढ़कर 1.13 लाख करोड़ रुपए हो गया

• फरवरी 2021 के महीने में सकल वस्तु और सेवा कर (GST) का राजस्व 1,13,143 करोड़ रुपये है, जिसमें CGST 21,092 करोड़ रुपये, SGST 27,273 करोड़ रुपये, IGST 55,253 करोड़ रुपये (वस्तु के आयात पर 24,382 करोड़ रुपये सहित) और उपकर 9,525 करोड़ रुपये है (वस्तु के आयात पर एकत्र 660 करोड़ सहित) है।
• फरवरी 2019 के GST राजस्व की तुलना में फरवरी के लिए राजस्व 7% अधिक है। वस्तुओं के आयात से राजस्व फ़रवरी'19 की तुलना में 15% अधिक था।

INTERNATIONAL

Israel officially receives first ever UAE ambassador

• Israel’s president has formally received the first-ever ambassador from the United Arab Emirates, following last year’s historic agreement between the countries to normalise ties. UAE envoy Mohamed Al Khaja, who arrived in Israel, delivered his credentials to Israeli President Reuven Rivlin at a ceremony in Jerusalem. The UAE was the first country to agree to establish full diplomatic relations with the Jewish state under the Abraham Accords, a pact brokered by former US President Donald Trump.
• The agreement made the UAE only the third majority Arab country to form official ties with Israel, following Egypt in 1979 and Jordan in 1994. Bahrain, Morocco and Sudan have subsequently joined the Abraham Accords. The agreements broke with the longstanding Arab consensus that there should be no normalisation with Israel until it reaches a comprehensive peace deal with the Palestinians.

Indigenously developed “Spectrograph” commissioned in Nainital

• Indian Scientists at Aryabhatta Research Institute of observational sciences (ARIES), Nainital, have indigenously designed and developed a low-cost optical Spectrograph named as Aries-Devasthal Faint Object Spectrograph & Camera (ADFOSC). It has been commissioned on the 3.6-m Devasthal Optical Telescope (DOT), in the Nainital district of Uttarakhand.
• The ADFOSC spectroscope is the largest of its kind among the existing astronomical spectrographs in India.
• The ADFOSC spectrograph can locate sources of faint light from distant quasars and galaxies in a very young universe, regions around supermassive black-holes around the galaxies, and cosmic explosions.
• So far, spectroscopes were imported from abroad at high costs. The ‘Made in India’ optical spectrograph is about 2.5 times less costly compared to the imported ones and can locate sources of light with a photon-rate as low as about 1 photon per second.
• The ARIES is an autonomous institute of the Department of Science and Technology (DST), Government of India. It is the largest reflecting telescope in India, as well as in Asia.

Government amends Insurance Ombudsman Rules 2017

• The Government of India has notified comprehensive amendments to the Insurance Ombudsman Rules, 2017, for better resolution of policyholders’ complaints regarding insurance service deficiencies, in a timely, cost-effective and impartial manner. This will help in facilitating the resolution of the complaints with respect to the deficiencies in insurance services in a cost-effective and impartial manner on time.
• The Ombudsman mechanism was administered by the Executive Council of Insurers. This has now been renamed as the Council for Insurance Ombudsmen.
• Earlier, the scope of complaints to Ombudsmen was limited to only disputes, but now it has been enlarged to include deficiencies in service on the part of insurers, agents, brokers and other intermediaries.
• The insurance brokers have also been brought within the ambit of the Ombudsman mechanism. The Ombudsmen has been empowered to pass awards against insurance brokers as well.
• To strengthen the timeliness and cost-effectiveness of the mechanism, policyholders will now be enabled for making complaints electronically to the Ombudsman.
• A complaints management system will be created to enable policyholders to track the status of their complaints online.
• The rules also provide that, the ombudsman can use video-conferencing to hear the cases.

Uttarakhand CM launches ”Gharoki Pechan, Chelik Naam” scheme

• Uttarakhand Chief Minister Trivendra Singh Rawat has launched “Gharoki Paachan, Chelik Naam” (daughter”s name is a home”s identity) programme and development schemes worth Rs 42 crore in Nainital. Initially, the scheme has been launched in Nainital and later is set to be extended to the entire Uttarakhand.
• The government is working towards women empowerment and 32,000 women groups of the state are being linked with self-employment to make them self-reliant. The state government is also set to implement many public welfare schemes for the benefit of the youth.
• As part of the development works, the catchment area of Sukha tal Lake will be revitalized & will undergo a beautification process. The works on the Sukha tal lake will serve as a recharge to Nainital Lake & also add towards tourist attraction at Nainital

Thaawarchand Gehlot launches “Sugamya Bharat App”

• Union Minister for Social Justice and Empowerment, Thaawarchand Gehlot has launched the “Sugamya Bharat App”, through a video conference in New Delhi. The minister also launched a handbook entitled “Access – The Photo Digest”. The App and the handbook have been developed by the Department of Empowerment of Persons with Disabilities (DEPwD) under the Ministry of Social Justice and Empowerment.
• It is a Crowdsourcing Mobile Application to enable people with disabilities and even the elderly to register accessibility-related problems
• The aim of the app is to sensitising and enhancing accessibility in the 3 pillars of the Accessible India Campaign which includes the built environment, transportation sector and ICT ecosystem in India.
• This handbook is a collection of photographs from across different States and UTs, to act as a tool and guide for stakeholders, to sensitise them about 10 basic features of accessibility and related good-bad practices in easy to understand pictorial form.

Lok Sabha TV and Rajya Sabha TV merged into Sansad TV

• The Rajya Sabha and Lok Sabha Television channels that broadcast the proceedings of the upper and lower Houses of Parliament, respectively, have been merged into a single entity. The new channel has been named the ‘Sansad Television’. This change is effective from March 01, 2021.
• Ravi Capoor, a retired IAS officer of the 1986 batch, has been appointed as the Chief Executive Officer (CEO) of Sansad TV for one year. The decision to change the name was jointly taken by Rajya Sabha Chairman M. Venkaiah Naidu and Lok Sabha Speaker Om Birla.

Mumbai City FC win ISL League Football Winners Shield

• Mumbai City FC has scripted a 2-0 triumph over ATK Mohun Bagan (ATKMB) at the GMC Stadium in Goa to bag the ISL League Winners Shield and the coveted AFC Champions League spot that comes with it.
• Mumbai and ATKMB finished level on 40 points, but the former claimed first place with a better head-to-head record. Mumbai City FC became the second-ever Indian club to qualify to the group stages of the AFC Champions League.

Indian shuttlers Varun, Malvika win Uganda International titles

• India’s Varun Kapur and Malvika Bansod clinched the men’s and women’s singles titles respectively at the 2021 Uganda International Badminton tournament in Kampala.
• Varun beat compatriot Sankar Muthusamy 21-18, 16-21, 21-17 in the men’s singles final. Malvika beat compatriot Anupama Upadhyaya in the women singles summit clash 17-21, 25-23, 21-10.

Kuldiep Singh takes additional charge as CRPF DG

• IPS officer Kuldiep Singh has given an additional charge of CRPF director general (DG) after incumbent chief A P Maheshwari retires. Kuldiep Singh is working as the special DG of its central zone, will hold the additional charge of the CRPF head till “the appointment and joining of the successor or until further orders.
• The Central Reserve Police Force (CRPF) is the country’s largest paramilitary with an estimated strength of about 3.25 lakh personnel. It is designated as the lead internal security force with its main operational theatres being Left Wing Extremism affected states, counter-terrorist combat in the Kashmir valley and counter-insurgency operations in the northeast.

Elon Musk Tops Hurun Global Rich List 2021

• The 10th Edition of Hurun Global Rich List 2021 was released, which ranked 3228 billionaires from 2,402 companies and 68 countries. The report showed that despite the C-19 pandemic, the world added 8 billionaires every week in 2020 and 421 in a year, taking their total number to a record 3,288.
• The total wealth of all billionaires across the globe surged 32 per cent, an addition of $3.5 trillion, to take their total wealth to $14.7 trillion, during the period under review. The wealth calculations taken into account is as of January 15, 2021.
• Tesla chief Elon Musk bagged the top spot on the Hurun Global Rich List for the first time after adding a massive $151 billion during the year 2020 to take his net worth to $197 billion.
• Amazon.com Inc CEO Jeff Bezos ranked second with $189 billion in net worth.
• Bernard Arnault, the chief executive of LVMH Moët Hennessy – Louis Vuitton SE, the world’s largest luxury-goods company ranked third with a net worth of $114 billion.

India in the list

• With 60 Billionaires from the Hurun India Global List 2021, Mumbai became the capital for India’s rich followed by New Delhi (40) & Bengaluru (22).
• Asia’s richest person and Reliance Industries chairman Mukesh Ambani is ranked eighth on the Hurun Global Rich List 2021. The total wealth of Ambani surged by 24% to $83 billion (approximately Rs 6.09 lakh crore).

BANKING AND ECONOMY

GST collections up by 7 % to Rs 1.13 lakh cr in February

• The gross Goods and Services Tax (GST) revenue collected in the month of February 2021 is ₹ 1,13,143 crore of which CGST is ₹ 21,092 crore, SGST is ₹ 27,273 crore, IGST is ₹ 55,253 crore (including ₹ 24,382 crores collected on import of goods) and Cess is ₹ 9,525 crore (including ₹ 660 crores collected on import of goods).
• Revenues for February are 7% higher than the GST revenues of February 2019. Revenues from the import of goods were 15% higher than Feb ’19.
