List of MoUs Signed between India and other Nations (2016-17)


1. India and Canada:

(11/January/2017)
India and canada signed three MoUs on defence cooperation and these MoUs were signed by Canadian and Indian organizations at the Vibrant Gujarat Global Summit in Gandhinagar.

I. MoU between Kinectrics International Inc. (KII), Gujarat Forensic Sciences University (GFSU) and Security Solution Business Integrator (SSBI ) to set up a first-of-its-kind conductor testing laboratory at GFSU. This high-end testing lab will allow India’s power-based industry partners to save time and money by accessing forensic lab facilities in India rather than in Canada.

II. MoU between Ultra Electronics ‎Forensic Technology Inc. and Gujarat Forensic Sciences University (GFSU) for the exchange of faculty and key technical personnel for joint lectures and research programs.
III. MoU between a Canadian Consortium of companies and ‎the Gujarat Infrastructure Development Board (GIDB) for the promotion and development of a Petroleum and Petrochemical complex with storage facilities.

2. India and US:

(11/January/2017)
India and the US have signed an MoU the Indian Computer Emergency Response Team (CERT-ln) under the Ministry of Electronics and Information Technology and the US Homeland Security Department on cooperation in the field of Cyber Security.

I. The MoU intends to promote closer co-operation and exchange of information pertaining to the Cyber Security in accordance with the relevant laws, rules and regulations and on the basis of equality, reCciprocity and mutual benefit.

3. India and Fiji:

(29/May/2017) India and Fiji signed an MoU on defence cooperation and this MoU was signed by The Minister of Defence and National Security of Fiji, Honourable Ratu Inoke Kubuabola and the Minister of Defence, Finance and Corporate Affairs, Shri Arun Jaitley in Delhi.

I. MoU on defence cooperation envisaging several areas of cooperation including in defence industry, military training and humanitarian assistance & disaster management

4. India and Malaysia:

(1/April/2017) India and Malaysia signed seven MoUs when Najib Razak, PM of Malaysia met PM Modi in India at Hyderabad House in New Delhi.

  • I. Air Services Agreement between India and Malaysia- By Dato Sri Liow Tiong Lai,Minister of Transport Malaysia and EAM(External Affairs Minister)
  • II. Memorandum of Understanding on Cooperation in the proposed development of a Urea and Ammonia Manufacturing Plant in Malaysia and offtake of exisiting surplus urea from Malaysia to India.
  • III. MoU on Cooperation in the Field of Sports
  • IV. MoU between the Malaysian Human Resource Fund (HRDF)/ Pembangunan Sumber Manusia Berhad (PSMB) and EDII, Ahmedabad for cooperation in training, etc.
  • V. MoU between Association of Indian Universities (AIU), India and Malaysian Qualifications Agency (MQA), Malaysia on Mutual Recognition of the Educational Qualifications.
  • VI. The MoU between Malaysian Palm Oil Board (MPOB) and Institute of Chemical Technology (ICT), India
  • VII. MoU between MIGHT Technology Malaysia and AP Economic Development Board on implementation of 4th Generation Technology Park in AP.

5. India and Bangladesh:

(08/April/2017)
India and Australia signed twenty two MoUs when Sheikh Hasina, PM of Bangladesh met PM Modi in Delhi (the Samadhi of Mahatma Gandhi at Rajghat)

(21/April/2017) India and South korea signed by India’s Defence Production Secretary Ashok Kumar Gupta and South Korean Defence Acquisition and Programme Administration Minister Chang Myoung-Jin an MoU for defence industry cooperation in shipbuilding.

9. India and Spain:

(31/May/2017) India and Spain signed seven agreements, including on cyber security and technical cooperation in civil aviation, during Prime Minister Narendra Modi’s visit to the European country.

  • II. MOU on Cooperation in organ transplantation between India’s Directorate General of Health Services and the National Transplant Organization of Spain.

10. India and Russia:

(1/June/2017) India and Russia signed five MoUs between Prime Minister Narendra Modi and Russian President Vladimir Putin during the visit of Prime Minister Modi to Russia.

  • I. An agreement on cultural exchanges for a period of two years (2017-2019) has been signed between the two nations.
  • II. An agreement for the construction of the third stage of the Kudankulam NPP (KK5 & KK6) along with the Credit Protocol has been signed between NPCIL and ROSATOM.
  • III. An agreement between the Federal Service for Intellectual Property (Rospatent) and the Council of India on Scientific and Industrial Research has been signed to provide access to Rospatent experts to the Indian Digital Library of Traditional Knowledge (TKDL).
  • IV. Contract between JSC (Russian Railways) and the Ministry of Railways on the preparation of the justification for the implementation of the high-speed service at the Nagpur-Secunderabad section has been signed.
  • V. Memorandum of cooperation between ALROSA Joint Stock Company and the Council for the Promotion of the Export of Precious Stones and Jewellery of India has been signed.

India and Saudi Arabia 

April 03. 2016: India and Saudi Arabia signed 5 MoUs during the visit of PM Narendra Modi when he met King Salman of Saudi Arabia in Riyadh (Capital of Saudi Arabia):
  • MoU on Labour Cooperation for Recruitment of workers. 
  • MoU relating to Technical Cooperation Program. 
  • MoU relating to Executive Program for Cooperation in the field of Handicrafts. 
  • MoU relating to Money Laundering, Terrorism Financing and Related Crimes. 
  • MoU relating to Framework for Investment Promotion Cooperation.

India and Maldives

April 11, 2016: India and Maldives signed 6 MoUs when visiting Maldives President Abdulla Yameen Abdul Gayoom met PM Narendra Modi at Hyderabad House in New Delhi:
  • MoU to avoid double taxation of income derived from international air transports. 
  • MoU for the exchange of information with respect to taxes. 
  • MoU related to Orbit Frequency Coordination of "South Asia Satellite" at 48oE. 
  • MoU in the area of conservation and restoration of ancient mosques and joint research and exploratory surveys in Maldives. 
  • MoU on cooperation in the field of tourism.

India and Oman

May 22, 2016: India and Oman signed 4 MoUs during the visit of Union Defence Minister Manohar Parrikar, to Oman when he met Minister for Defence Affairs of Oman Badr Bin Saud Bin Harib Al Busaidi, at Muscat (Capital of Oman):
  • MoU on Defence Cooperation. 
  • MoU in the field of Marine Crime Prevention at Sea. 
  • MoU on Maritime Issues.

India and Iran

May 23, 2016: India and Iran signed 12 MoUs during the visit of PM Narendra Modi to Iran when he met Iranian President Hassan Rouhani at Tehran (Capital of Iran):
  • MoU relating to the development of Chabahar Port in Iran. 
  • MoU relating to India-Iran-Afghanistan Trilateral Agreement. (This MoU was signed by Indian PM Narendra Modi, Iranian President Hassan Rouhani and Afghanistan President Ashraf Ghani in Teheran).
