Making Education More Inclusive
In order to ensure that the fruits of development are enjoyed by all sections of society and to enable the disadvantaged sections join the mainstream, the state government of Himachal Pradesh has announced various initiatives.

In this regard, the state government has announced its plans to provide education loans to underprivileged students at the rate of one percent in order to enable them to pursue higher and professional studies from the financial year 2023-2024. For this purpose, the state government has proposed 200 crores under this scheme.In order to execute the plan, a scheme will be launched under the name 'Mukhyamantri Vidyarthi Protsahan Yojna'. According to the official statement, all the eligible poor students whose family income is less than Rs. 3 lahks per annum will be able to take benefit from this scheme through financial institutions or banks at an interest rate of one percent.Under this scheme, all the charges of tuition, accommodation, books, and other allied expenses associated with the candidate's education will be covered. The scheme covers a wide range of professional courses, including engineering, medical, management, Ph.D. courses from ITIs, Polytechnic, B Pharmacy, nursing, General Nursing, and Midwifery (GNM), among others.The state government, in this regard has underlined that a one percent interest rate is to instill a sense of responsibility among the beneficiaries so that they have the motivation to achieve their aim. Besides, a subsidy of Rs 25,000 will be provided to 20,000 meritorious girl students, above 18 years of age, studying in government institutions, to purchase electric scooties. The move will not only encourage the girl students to pursue higher education but also help to develop Himachal Pradesh as a "green state".According to the concerned officials, the main objective of the scheme is to ensure that no poor child in the state is deprived of higher and professional education for want of financial resources.

इस संबंध में, राज्य सरकार ने वित्तीय वर्ष 2023-2024 से वंचित छात्रों को उच्च और व्यावसायिक अध्ययन करने में सक्षम बनाने के लिए एक प्रतिशत की दर पर शिक्षा ऋण प्रदान करने की अपनी योजना की घोषणा की है। इस उद्देश्य से राज्य सरकार ने इस योजना के तहत 200 करोड़ रुपये का प्रस्ताव दिया है। योजना को क्रियान्वित करने के लिए 'मुख्यमंत्री विद्यार्थी प्रोत्साहन योजना' नाम से एक योजना शुरू की जाएगी। आधिकारिक बयान के अनुसार, सभी पात्र गरीब छात्र जिनकी पारिवारिक आय रुपये से कम है। प्रति वर्ष 3 लाख लोग वित्तीय संस्थानों या बैंकों के माध्यम से एक प्रतिशत की ब्याज दर पर इस योजना का लाभ उठा सकेंगे। इस योजना के तहत, उम्मीदवार की शिक्षा से जुड़े ट्यूशन, आवास, किताबें और अन्य संबद्ध खर्चों के सभी शुल्क शामिल होंगे। इस योजना में इंजीनियरिंग, मेडिकल, प्रबंधन, पीएचडी सहित कई व्यावसायिक पाठ्यक्रम शामिल हैं। आईटीआई, पॉलिटेक्निक, बी फार्मेसी, नर्सिंग, जनरल नर्सिंग और मिडवाइफरी (जीएनएम) सहित अन्य से पाठ्यक्रम। राज्य सरकार ने इस संबंध में रेखांकित किया है कि एक प्रतिशत ब्याज दर लाभार्थियों के बीच जिम्मेदारी की भावना पैदा करने के लिए है ताकि उन्हें अपने लक्ष्य को प्राप्त करने की प्रेरणा मिले। इसके अलावा, सरकारी संस्थानों में पढ़ने वाली 18 वर्ष से अधिक उम्र की 20,000 मेधावी छात्राओं को इलेक्ट्रिक स्कूटी खरीदने के लिए 25,000 रुपये की सब्सिडी प्रदान की जाएगी। यह कदम न केवल छात्राओं को उच्च शिक्षा प्राप्त करने के लिए प्रोत्साहित करेगा बल्कि हिमाचल प्रदेश को "हरित राज्य" के रूप में विकसित करने में भी मदद करेगा। संबंधित अधिकारियों के अनुसार, योजना का मुख्य उद्देश्य यह सुनिश्चित करना है कि राज्य में कोई भी गरीब बच्चा वित्तीय संसाधनों के अभाव में उच्च और व्यावसायिक शिक्षा से वंचित न रहे।
