Himachal Pradesh Public Service Commission has released the H.P. Administrative Combined Competitive Examination 2019 notification on January 21, 2020. The commission is running behind its yearly schedule and hence issued the notification for the exam year 2019. The commission notified 26 vacancies in its notification. In the 26 vacancies, 11 are for the Himachal Pradesh Administrative Services (HPAS). The last date to apply for the HPAS exam 2019 is February 10, 2020.

The HPAS prelims will be conducted on April 26, 2020. The HPAS admit card will be issued three weeks before the exam date.

  • Important: The number of vacancies, the commission will receive till February 10, will be included in this notifications vacancies. 
  • One unusual point mentioned in the HPAS notification is "The number of vacancies and reservation of posts is liable to be altered without any notice." The commission can change the reservation of the post at any time. This can have an impact on the overall competitiveness of the exam.

Eligibility Criteria for : HPAS/ HAS Exam 2020

HPAS is the prestigious exam conducted by HPPSC. It recruits the top layer of the state bureaucracy. HPAS notification defines the HPAS eligibility criteria.

Nationality

  • The candidate must be a citizen of India. Only Indian citizen can join the HPAS and other state allied services.

Educational Qualification for HPAS 2020

  • The minimum educational qualification essential to appear in the HPAS is a graduate degree from any recognized university. It does not mention any minimum percentage required in the bachelor’s degree course. The candidates appearing in the final year of their graduation course can also appear in the HPAS exam, but their examination process should end before the commencement of this exam. They have to produce the mark sheet of the qualifying exam after the exam ends or within two months of the exam.

Age limit for HPAS Exam 2020

  • The age limit defined the HPAS notification published by HPPSC. The lower age limit is 21 years and the uppers age limit is 35 years. HPPSC counts the age from January 1 of the examination year. But there are relaxations provided to the candidates belonging to certain reserved categories.

  • Age relaxation is also available to Ex-servicemen candidates of H.P. as per provisions in Rules/ Instructions of H.P. Govt.
  • The candidates should note that age, as entered the matriculation certificate, will only be considered for the above purpose.

HPAS Selection Process 2020

HPAS follows the same process of selection as followed by UPSC and various other Public Service Commission. There is a three-stage selection process in the HPAS exam.

Stage 1: HPAS Prelims Exam Pattern 2020

  • The HPPSC conducts the HPAS prelims exam at the exam centre across the state. The prelims exam is an offline pen paper-based exam. There are two objective type question papers in the HPAS prelims exam. The Paper I General Studies and Paper-II Aptitude test are the two papers of HPAS preliminary exam. Both papers are of 250 marks, and the time allotted for both the papers is two hours. The HPAS Prelims 2019 will be conducted on April 26, 2020.
  • HPPSC defines 33% of the total as the qualifying marks for the paper II Aptitude Test. The marks of paper II are not considered for the HPAS prelims exam result. There is a provision of negative marking in the HPAS prelims exam. For each question for which a wrong answer has been given by the candidate, one-third of the marks assigned to that question will be deducted as the penalty.
  • It is worth mentioning here that there are qualifying marks as given above and the cut-off as derived after the examination authorities.

Stage 2: Main Exam - Pattern for HPAS Main Exam 2020

  • The HPAS prelims result filters the candidates for the HPAS main exam. The number of candidates to be admitted to the main examination will be about 20 times the total approximate number of vacancies to be filled in the year through this examination.
  • The main exam is the second stage of the selection process. The HPAS main exam has eight descriptive papers. There are six compulsory papers and two papers of the optional subject as chosen by the candidates. The HPAS Main exam details are as follows:

  • The compulsory papers of English and Hindi are qualifying in nature and the qualifying marks for the compulsory English and Hindi papers is 40% marks in each paper. For the other compulsory papers, 45% of aggregate marks are required to clear the HPAS Main exam. The HPAS main exam will be conducted in Shimla only.

Stage 3: HPAS 2020 Interview/Viva-voce

  • The HPAS Viva-voce is the last stage of the exam. The candidates who clear the HPAS mains exam are called for the interview. The maximum marks allotted for the Interview/Viva-voce is 150 marks. The interview will be conducted at the HPPSC office premises in Shimla.
  • After the interview, a final merit list will be prepared by adding the marks of candidates obtained in the HPAS Main written exam and Interview.
  • The number of candidates selected will depend upon the number of vacancies.

HPAS 2020 Admit Card

HPAS admit card is the first official communication sent by the HPPSC to the candidates about the examination timing, venue of exam and date of examination. HPPSC releases the
HPAS admit card three weeks before the commencement of exam. The candidates can download the HPAS admit card by logging with their user-id and password. The admit card will be available for download.

  • The login page will appear on the screen.
  • Enter the user-id and password and press enter
  • Click on the exam name given on the screen.
  • Go to the download admit card and press it
  • The admit card will appear on the screen

HPAS 2020 FAQs

Q. What is the application fee for the HPAS exam?
A. For General category candidates, the application fee is Rs 400. For the candidates belonging to the reserved category such as SC, ST, OBC and Below Poverty line(BPL) of Himachal Pradesh, the application fee is Rs 100 only. There is no application fee for the ex-serviceman and visually handicapped candidates.

Q. How many attempts are there for HPAS?
A. There is no mention of limitations of attempts in the official notification. The candidates can appear any number of times in the HPAS exam if they fulfil the eligibility criteria such as age.

Q. Is the HPAS Prelims exam is conducted in online mode?
A. No, the HPAS Prelims and main exam are conducted in the offline mode. The HPAS prelims is an objective type exam, whereas the HPAS main exam is a descriptive type exam.

Q. Does the Defence Studies subject is given in the optional subject list?
A. There are 31 optional subjects provided in the official notification. But the Defence Studies subject is not given in the optional subject list.

Q. Can the final year candidates appear in the HPAS Exam?
A. Yes, the candidates appearing in the final year of their qualifying exam can appear in the HPAS Exam.

Q. How many exam centres are there for HPAS main exam?
A. There is only one exam centre (Shimla) notified for the HPAS Main exam.

Q. Is there any negative marking in the HPAS Prelims exam?
A. Yes, there is a penalty of one by three for each wrong answer. The one-third of the marks assigned to the question will be deducted for a wrong answer.

Q. Is the HPAS main admit card sent to the candidates by post?
A. No all the admit card for the HPAS main exam will be sent to the candidates online only.

Q. Is the offline mode for application fee payment available in HPAS exam?
A. The candidates cannot submit the application fee in offline mode. Only the fee deposited in the online mode will be accepted by the commission.

Q. Are there any reservations for the EWS category in HPAS?
A. Yes, 10% of the total seats must be reserved for the candidates belonging to Economically Weaker Section (EWS) as per the government directives.

Q. What is the age limit for HPAS exam?
The age limit for the general category candidates is 21 years. The upper age limit for the HPAS exam is 35. But there is age relaxation provided to the reserved category candidates.
